Boeing Defense, Space and Security (BDS) — Space, Intelligence and Weapon Systems (SIWS) Human Resources (HR) team is seeking a Senior Human Resources Manager to serve as a strategic HR business partner to the Intelligence Systems leadership team in Herndon, VA. This role will also be the Talent focal for the Division. This is an exciting opportunity to join a dynamic, collaborative team that plays a critical role in program delivery and BDS success.

As a senior HR leader, you will be the principal business partner and trusted advisor to the Vice President of Intelligence Systems (IS), providing guidance across talent management, employee engagement, and organizational culture. You will lead a HR team responsible for the HR execution supporting the IS organization to ensure HR strategies are aligned with program and business objectives.  In addition, this position will also collaborate extensively with HR counterparts across SIWS and BDS HR to help support the talent initiatives in the SIWS division to deploy integrated, enterprise talent solutions. In addition, this role will be responsible for partnering with HR Leaders in the SIWS Subsidiaries to ensure alignment and provide division support as needed.

    

This position will also be the HR Site Leader for several offices in the Potomac Region.

This role requires strong leadership in a complex, matrixed environment, excellent cross‑functional partnership skills, and a track record of driving measurable business outcomes through an engaged, high-performing HR team.

Position Responsibilities:

  • Provide executive-level counsel and strategic HR guidance, influencing key business decisions

  • Represent SIWS IS within the BDS HR functional team, and partner with other HR professionals leading deployment of enterprise HR processes and tools with an emphasis on advancing talent management capabilities

  • Lead, mentor, and develop a high-performing team of Human Resources Business Partners (HRBPs), fostering accountability, innovation, and continuous improvement

  • Partner with other SIWS HR site leaders, enhancing HR presence, local engagement, and operational workforce support

  • Develop and drive comprehensive talent strategies including workforce planning, talent acquisition, retention, succession planning, and internal mobility to meet current and future business requirements

  • Build and sustain a diverse and inclusive leadership pipeline through targeted development initiatives aligned to business growth and capability needs

  • Design and implement a tailored people strategy to enhance workforce planning, employee engagement, organizational culture, and employee experience

  • Collaborate with HR Centers of Excellence and program HR partners to ensure strategic alignment and deliver integrated, enterprise HR solutions

  • Use data and metrics to measure HR program impact, inform decision-making, and drive continuous improvement

This position requires the ability to obtain a U.S Security Clearance for which the US Government requires US Citizenship. An interim and/or final U.S. Secret Clearance Post-Start is required.

Basic Qualifications (Required Skills/Experience):

  • 5+ years of experience communicating and implementing HR programs, policies, practices and processes

  • 5+ years of experience in influencing and building strong relationships with stakeholders and senior leaders, working across functions

  • 5+ years of experience executing strategies and/ or managing projects that promote a culture of superior customer service and exceptional employee engagement

  • 1+ years of experience leading teams in a formal and /or informal leadership role

  • 1+ years of experience partnering with leadership to design and implement workforce strategies to meet organization objectives

Preferred Qualifications (Desired Skills/Experience):

  • 5+ years of experience working with HR Labor and/or Employment related laws, policies and procedures, in particular the National Labor Relations Act (NLRA)

  • 5+ years of experience working with union contracts

  • Active security clearance

  • Human Resources certification
