Programs Director: Workforce Development

General Description: 

The San Antonio Food Bank is looking for a dynamic Program Director for our Workforce Development team. This position leads all aspects of the San Antonio Food Bank workforce development programming to include Ready to Work initiatives, work-experience programs, collaboration with Texas Workforce Commission, and partnerships with workforce organizations and employers. The Director is accountable for effective program operations, ensuring that we provide high-quality, cost-effective training programs and career services while planning for the longer-term growth of the program.   

Reporting to the Chief Programs Officer, this position is highly visible internally and externally and the ideal candidate will bring a variety of attributes, knowledge, and skills, including a strong program management and program operations background, coupled with strategic leadership skills. This position requires an ability to see the big picture and good attention to detail. A high level of emotional intelligence and the ability to build strong relationships will allow them to easily engage with varied community partners and stakeholders, as well as internal departments of the Food Bank. This position manages a team of 13 full time staff members. 

Essential Functions:

• Create and operationalize a strategic vision for workforce development initiatives and direct department and programmatic activities, project implementation and partnership development in alignment with that vision.
• Lead and motivate a high functioning team: Hire, train, supervise and evaluate staff.
• Oversee all aspects of the workforce development programming including community outreach and program marketing, educational/vocational program management; case management support; job placement, and career service activities.
• Accountable for meeting established goals including enrollments, training completion, and job placement.
• Build and manage community relationships and strategic partnerships with key workforce development partners including training organizations and employers.
• Develop, oversee, and maintain the budget for all workforce programs.
• Oversee the maintenance of federal, state, and local compliance, including Texas Workforce Commission, Local workforce board, City of San Antonio.
• Lead the accreditation process for SAFB training programs.
• Manage partnership agreements and ensure grant and contract compliance.
• Work with the San Antonio Food Bank Development Department to oversee grants as necessary and prepare progress reports required under all relevant grants and contracts.
• Oversee and assist with marketing, networking, and other community involvement activities designed to educate the public about the SAFB workforce programs.
• Oversee the case management team and case management efforts aimed at helping training students remove or cope with any barriers to success they may encounter (basic needs, social & emotional, academic).
• Identify and pursue new sources of funding to support and expand workforce development programming.
• Lead annual planning and budget process including setting goals, targets, and priorities, and informing strategies such as courses to offer, strategic partnerships to build, student populations to target, and funding streams to develop.
