Position Specific Summary

The Housing Development Project Manager position at the City of Tucson's Department of Housing and Community Development is responsible for managing the planning, coordination, and execution of affordable housing construction projects from pre-development through project closeout, including monitoring contractor performance. This position ensures that projects are delivered on time, within budget, and in compliance with applicable regulations, including local, state, and federal housing guidelines. 

 

Work is performed under the supervision of the Deputy Director. This position exercises supervision over project personnel. 

Duties and Responsibilities

  • Leads and manages all phases of affordable housing construction projects. Assists in contract development selection for professional services. Coordinates with architects, engineers, general contractors, and consultants. Monitors schedules and budgets to ensure project milestones are met. Monitors consultants and contractors to ensure that all contracted deliverables are received, and performance standards are met. Identifies and mitigates project risks. Ensures quality control standards are met throughout the construction process. 

  • Prepares regular project status reports for internal leadership and external funders. Conducts site visits to monitor construction progress, quality standards, and safety protocols. Reviews, tracks, and processes change orders, invoices, and payment applications. 

  • Identifies and escalates project issues or delays to executive leadership when necessary. Maintains a comprehensive understanding of project goals, scopes of work, and contractual requirements. Manages and organizes all project documentation, ensuring accurate and complete record keeping. 

  • Facilitates clear and consistent communication between all project stakeholders to resolve issues and maintain timelines. Coordinates internal and external resources to support project completion. 

  • Ensures compliance with all applicable regulations, including U.S. Department of Housing and Urban Development (HUD) rules, Davis-Bacon Act wage requirements, Section 3 employment provisions, and local affordable housing mandates. 

  • Collaborates with legal and compliance teams to ensure adherence to National Environmental Policy Act (NEPA) environmental review processes, Title 24 Code of Federal Regulations (Part 58), local permitting requirements, and fair housing laws. 

  • Manages and oversees daily operations by setting goals, guiding staff, developing programs and processes, resolving complex issues, and ensuring quality service through effective supervision, scheduling, performance monitoring, and strategic communication.
