About the role

Description

We are seeking a highly experienced Senior Scrum Master to serve as a servant-leader, coach, and enterprise-level mentor. In addition to facilitating Agile delivery for complex initiatives, this individual will operate in a “train the trainer” capacity — building Agile capability across the organization by coaching, training, and developing other Scrum Masters and Agile practitioners. The ideal candidate has extensive experience scaling Agile in large, complex environments and is adept at bridging strategy, execution, and continuous improvement.


This role is contingent upon funding award and requires onsite presence at the USCG St. Elizabeths campus three days per week.


 RESPONSIBILITIES INCLUDE, BUT ARE NOT LIMITED TO:

  • Lead and mentor multiple Scrum teams in the consistent application of Agile values, principles, and practices.
  • Act as a coach and trainer of other Scrum Masters, building a strong internal community of practice and ensuring consistency of methods across teams.
  • Design and deliver training sessions, playbooks, and toolkits to strengthen organizational Agile maturity.
  • Partner with Product Owners and leadership to drive product delivery aligned with business and mission outcomes.
  • Facilitate all Scrum ceremonies (Sprint Planning, Daily Stand-ups, Reviews, Retrospectives) with a focus on value delivery and team empowerment.
  • Proactively identify and remove systemic impediments that impact delivery across multiple teams or programs.
  • Provide thought leadership on Agile frameworks (Scrum, Kanban, SAFe, LeSS, etc.) and tailor practices to the organization’s needs.
  • Measure, track, and communicate Agile performance metrics at both the team and program levels to increase transparency and predictability.
  • Act as an organizational change agent, promoting Agile mindsets with senior leadership and supporting enterprise-level transformation initiatives.

Requirements

  • Bachelor’s degree in a related field.
  • 10-15+ years of experience in project management or Agile delivery, with at least 10 years as a Scrum Master.
  • Demonstrated experience in coaching and training other Scrum Masters or Agile practitioners in large-scale, complex environments.
  • Active Certified Scrum Master (CSM), Professional Scrum Master (PSM), or equivalent certification; advanced certifications (e.g., CSP-SM, SAFe SPC, ICAgile ACC/ATF) strongly preferred
  • Proven experience working in fast-paced environments.
  • Strong facilitation, conflict resolution, and servant leadership skills.
  • Excellent communication skills with the ability to engage technical and non-technical audiences.
  • U.S. citizenship and ability to obtain and maintain a government security clearance.

PREFERRED QUALIFICATIONS:

  • Experience supporting federal government or defense-related projects.
  • Knowledge of scaling frameworks such as SAFe, LeSS, or Disciplined Agile Delivery (DAD).
  • Familiarity with tools such as Jira, Confluence, Rally, or Azure DevOps.
