About the Position

The Program Control Analyst requires proven experience across project planning and control with a background in Government financial analysis.

This is a full time on-site Corporate position that will be required to work in office at one of our sites in Rockville, MD. Must be able to successfully pass a background check.

Salary Range

$75,000 - $90,000. Salaries are determined based on several factors including external market data, internal equity, and the candidate’s related knowledge, skills, and abilities for the position.

Responsibilities

  • Interface with researchers, program managers, finance, accounting, contracts, and subcontracts, as well as external customers on a daily basis to address financial and operational issues.
  • Responsible for preparation of financial deliverables and internal/external reports to include Internal Program Reviews (IPRs), monthly forecasts (ETCs/EACs)
  • Support the preparation and distribution of financial information and analysis within required deadlines
  • Submit and maintain purchase requisitions for subcontractors, consultants, and materials; monitoring subcontractor's cost and review/approval of invoices.
  • Support cash flow improvement initiatives by maintaining detailed, complex invoice backup reports that drive customer invoice approvals.
  • Support development of budgets (spend plans) for assigned programs and perform financial analysis on funding profiles and program financial variances.
  • Support cost, schedule, and contract performance variance analysis

Qualifications

  • Bachelor’s Degree with minimum five (5) years or more of relevant experience in Federal government contracting
  • Experience in providing financial tracking and support for the government customer in areas of Program Control, Finance, Financial Analysis, and Accounting
  • Familiar with multiple program types (Grants, CPFF, FFP, T&M, OTAs, IDIQs)
  • Demonstrate the ability to process and analyze large volumes of data in Excel and consolidate into management level reports
  • Knowledge of general and corporate business practices, government contracting regulations and principles, and accounting and finance principles
  • Well versed in the entire life cycle of a program from proposal development through contract close out
  • Proficient in MS Office Software with advanced Excel skills
  • PowerBI experience preferred
  • Ability to prioritize and work with minimal supervision, be persistent in follow-through, and perform effectively within deadlines
  • Proven experience across project planning and control with a background in Government financial analysis required
  • Earned Value Management experience preferred
