The Boeing Company is currently seeking an International Contract Management Specialist (Experienced or Senior) to join the International Direct Commercial Sales (DCS) team in Oklahoma City, OK or Hazelwood, MO.
This customer facing position supports the Turkiye E-7 program working on behalf of Boeing Defense, Space and Security (BDS) for International Defense business (acquisitions direct to foreign customers).
This Contracts position will partner with the Regional/Program Directors, Global Sales and Marketing, and Project Managers from pre-proposal activities to proposal and contract development for the full acquisition process to award and continuing throughout the contract execution and delivery. The role will also be required to address areas such as Tax, Treasury, Insurance, Law, and Export Compliance throughout the preparation, review and approval process. A successful candidate will research and effectively solve problems, effectively collaborate and lead acquisition teams, develop negotiation positions, and ensure proper hand-offs with the execution team.
Candidates must exhibit strong leadership and organizational skills and should be able to lead through high-volume and high-visibility proposal challenges, exercise the appropriate signature authority, lead, and participate in negotiating and contracting for the sale of services, and effectively train and mentor new employees. This Contracts team operates in a fast-paced environment that requires the interested candidate to demonstrate the following critical skills and abilities: leadership, communication and organization. The candidate must also be able to work independently and lead decisions on strategic direction, and counsel senior leadership on program strategies, negotiation positions, as well as brief multiple negotiation scenarios.
Position Responsibilities:
Lead the presentation and development of complex business solutions to preserve and expand the business
Represent Boeing in external negotiations with our customers
Prepare, negotiate, execute, interpret and administer legally binding contractual agreements that are of a complex nature
Summarize complex contractual issues, and lead development of creative solutions and coordination of contractual risk mitigation
Review and approve various documents such as proposals, letters, and contractual instruments
Support acquisition and execution of BDS and Boeing Global Services (BGS) International Defense Direct Commercial Sales Contracts
Lead acquisition efforts in support of requirements definition planning, organizing, development, and submittal of proposals and subsequent negotiation and administration
Develop relationships with internal and external customers and ensure engagement with requirements development
Execute daily tasks as part of a team that is not physically located together
Work closely with One Boeing International Process (OBIP) for the applicable regions
Coordinate closely with various internal functions (including, but not limited to Estimating and Pricing, Supplier Management, Supply Chain Management, Accounting, Financial Controls, Program Management, Global Sales and Marketing, etc.)
Develop Proposal Plan of Action, coordinate and facilitate functional inputs, develop proposals, negotiate, participation in gate reviews, request proposal reviews
Lead contract award and post award activities (e.g. placement of financial assurances, invoicing, warranty claims, etc.)
Provide flexible hour support as needed to accommodate various time zones and ensure seamless assistance and collaboration across global teams
Travel domestically and internationally as needed to support major acquisition/negotiations or program meetings
This position is hybrid. The selected candidate will be required to perform at least two days each week of work onsite at one of the listed location options. This is at the hiring team’s discretion and could potentially change in the future.
This position must meet export control compliance requirements. To meet export control compliance requirements, a “U.S. Person” as defined by 22 C.F.R. §120.15 is required. “U.S. Person” includes U.S. Citizen, lawful permanent resident, refugee, or asylee.
