About the role
The Stormwater Consortium of Rockland County (SCRC) was established in 2004 as a collaboration between Cornell Cooperative Extension of Rockland County (CCE Rockland) and the 23 towns and villages in the county. The SCRC's core mission is to collaborate and share resources on stormwater management, and to assist member municipalities in meeting the requirements of the NYSDEC's Stormwater MS4 Permit program. CCE Rockland's Environmental Educator currently manages the SCRC’s stormwater program.
The Stormwater Program Coordinator will support the Environmental Educator to oversee the stormwater program, which requires adherence to the significantly expanded NYSDEC Stormwater MS4 Permit requirements implemented in 2024. This role will involve building out the stormwater program based on permit requirements and deadlines, coordinating planning and implementation efforts with participating municipalities, and providing input on program priorities. Frequent, on-site interaction with municipal participants is required to effectively coordinate program delivery. Using ArcGIS Online to assist with further developing the SCRC’s unified Stormwater Management Database will be required.

Required Qualifications:
- Bachelor’s degree in environmental sciences or related fields. Associate’s degree and two years of transferrable, related experience is acceptable.
- Knowledge or experience with the NYSDEC Stormwater MS4 Permit program.
- Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook) and Adobe Acrobat.
- Written and verbal communication skills with the ability to plan, coordinate and deliver programs working with a team.
- Ability to establish and follow detailed work procedures, set goals, initiate, plan, prioritize, organize work and manage time effectively.
- Ability to establish and maintain effective working relationships.
- Ability to meet travel requirements associated with this position.
- Ability to work flexible hours, which may include evenings and/or weekends, as appropriate.
- Occasionally tabling at outreach events which may include weekends.
Preferred Qualifications:
- Previous experience with Cornell Cooperative Extension Associations.
- Proficiency with ArcGIS.
- Experience working in the field, particularly when challenge-solving is essential.
- Knowledge of the NYSDEC Stormwater Construction permit and State Pollution Discharge Elimination System (SPDES) permit programs.
Responsibilities/Essential Functions:
Program Responsibilities:
Program Delivery – 5%
- Participate as an active member of the team and frequently interact with the member municipalities as a multidisciplinary team approach to deliver the stormwater program.
- Assist in delivering trainings for all Minimum Measure components of the MS4 permit program.
- Represent CCE before the public, community leaders, government officials, Cornell or other program partners as part of program delivery.
- Provide educational program efforts via mass media (Zoom, etc.) when needed.
- Foster acceptance of program methods and policies to address community and individual needs and consider various audiences.
Program Evaluation – 5%
- Assist with the annual evaluation of the stormwater program as required by the MS4 permit.
- Assist in the interaction with member municipalities to obtain their evaluation of programs.
Administrative Responsibilities:
Direction – 5%
- Assist with the development of SCRC’s stormwater program to comply with MS4 permit requirements.
- Assist with planning and scheduling SCRC and partner meetings, and meeting set-up.
- Assist with program planning and developing and expanding programs to meet permit requirements.
- Assist with enhancing various relationships to benefit the stormwater permit program.
- Assist in developing Trainings for all Minimum Measure components of the MS4 permit program.
Management – 5%
- Provide guidance on the stormwater program budgets with Environmental Educator and to include communication with the municipalities.
