Summary:

The Program Manager will provide strategic leadership for a new regional initiative focused on improving health outcomes across the Lake Cumberland region by building an innovative program from the ground up through the development of implementation strategies, establishment of operational systems, and leadership of regional efforts to reduce obesity and diabetes using collaborative, evidence-based approaches. The position is responsible for leading strategic planning efforts; developing and implementing program goals, objectives, and work plans; convening a diverse cross-sector partnership representing all counties within the Area Development District (ADD); and establishing and cultivating relationships with healthcare providers, hospitals, community organizations, educational institutions, employers, local governments, faith-based organizations, and other stakeholders to create a strong regional network of partners. During the initial phase of the initiative, the Program Manager will lead the development of the Regional Community Hub (RCH) by recruiting, onboarding, and actively engaging a minimum of twenty (20) cross-sector partner organizations committed to advancing chronic disease prevention and improving community health while fostering collaboration among partners, facilitating regular coalition and stakeholder meetings, and ensuring meaningful engagement across the ten-county region. Serving as the primary public representative for the initiative, the Program Manager will deliver presentations to community groups, elected officials, healthcare leaders, and partner organizations to increase awareness, promote community engagement, and strengthen regional collaboration. Additional responsibilities include overseeing grant implementation, ensuring compliance with funding requirements, monitoring program performance and outcomes, preparing reports for leadership and funding agencies, identifying opportunities for long-term sustainability and future funding, and continuously evaluating program strategies to maximize regional impact.

CHARACTERISTICS OF A CLASS: ARE GENERAL STATEMENTS INDICATING THE LEVEL OF RESPONSIBILITY AND DISCRETION OF POSITIONS IN THAT JOB CLASSIFICATION. 

  • Responsible for directing and providing a full range of public health services in an agency unit or has responsibility for several assigned complex programs. Supervises the work of technical, non-technical, professional, clerical personnel which includes supervisors.

MINIMUM REQUIREMENTS: MINIMUM REQUIREMENTS ARE COMPREHENSIVE STATEMENTS OF THE MINIMUM BACKGROUND AS TO EDUCATION, EXPERIENCE, AND OTHER QUALIFICATIONS WHICH WILL BE REQUIRED IN ALL CASES AS EVIDENCE OF AN APPOINTEE'S ABILITY TO PERFORM THE WORK PROPERLY.

EDUCATION:

  • Master’s Degree in Public Health, Epidemiology, Nursing, Nutrition, Public or Business Administration or Hospital Administration, or closely related degree.

EXPERIENCE:

  • Two (2) years of experience in a supervisory or management capacity in a community health agency or health related position that would demonstrate the necessary knowledge, skills and abilities.

  • Bachelor’s degree in Public Health, Epidemiology, Nursing, Nutrition and Public/Business or Hospital Administration and two (2) years of experience in Public/Community health agency or a health related position that would demonstrate the necessary knowledge, skills and abilities will substitute for the require education.
