Senior Business Analyst

Job Description:

As part of an aggressive digital modernization and transformation initiative being undertaken by a large Department of Defense Agency focused on healthcare IT systems, NikSoft is seeking a Senior Business Analyst to participate in the assessment, evaluation, and execution of the Agency's modernization initiative. Successful candidates will have extensive experience and understanding of business processes associated with Health IT solutions, will possess demonstrable experience transitioning capability statement into concise system (functional and technical) requirements, have excellent communication and coordination skills, be able to suggest solutions to simplify and improve business processes, and collaborate with development teams to implement proposed solutions using modern technology platforms designed to operate with 21st century digital devices and technologies. Additionally, candidate must be familiar with working in an Agile environment, be a strong team player working with a diverse team consisting of all key stakeholders, as well as be able to bridge the gap between the application functional community leaders and the development teams designing and implementing new health IT solutions.

An understanding of DoD and government security standards and policies are needed to ensure all deployed changes are highly secure and available.

Qualifications:

• 10+ years of experience with business analysis, modeling, and engineering in an enterprise IT environment (health IT environment preferred).
• Outstanding communication skills (both verbal and written).
• Proven track record in transforming large-scale organizations utilizing industry leading business process engineering methods and techniques.
• Lean/Agile process knowledge, certification (desired).
• Business analysis experience, CBAP certification (desired).
• Possess demonstrable ability to analyze capabilities and requirements, identify gaps, work with Project Offices and functional community leaders to address any gaps, and be able to develop a concise System Requirements Specification (SRS).
• Ability to work with the engineering, architecture, and development teams to develop user stories with acceptance criteria.
• Ability to prioritize across multiple projects and handle diverse assignments simultaneously.
• Familiarity with industrial hygiene, claims and fraud detection, provider credentialing and privileging, and Human Capital Management systems involved in healthcare IT solutions (desired).

Typical Duties/Abilities:

• Coordinate, conduct meetings, and work with all key stakeholders such as system owners, functional leaders, and development teams as necessary to ensure understanding of business processes.
• Analyze business and operational processes to understand interdependencies and development of an Epic map for each IT solution.
• Author or contribute substantive content to System Requirements Specifications (SRS) with minimal guidance.
• Contribute to and work with development teams to create user stories and acceptance criteria based on requirements.
• Communicate deficiencies or gaps that are identified as well as develop proposed mitigation strategies to stakeholders.
• Supporting the Program Management Office (PMO) and/or users to address their requests, questions, and concerns.

Soft Skills

• Experience working with Agile methodologies (Scrum, Lean Startup, XP) and cross-functional teams (Product Owners, Scrum Masters, Developers, Designers, Business Analysts)
• Strong communication and collaboration skills with a track record of taking solution ownership.
• Ability to articulate business and technical requirements and bring about consensus.

Education/Certifications:

• BS degree in Information Technology or another related technical discipline.
