MAJOR FUNCTION

Works primarily to achieve integrated management of natural systems within Polk County. Responsible for planning, directing and coordinating professional, technical, administrative and management duties for the work related to natural resources to include stormwater treatment, environmental land acquisition and management, lake and stream water quality, invasive plant control and nature- based recreation. Provide healthy lakes, waterways and natural spaces that draw visitors and promotes the quality of life for residents.

ILLUSTRATIVE DUTIES

• This position is responsible for the implementation and overall management of the Stormwater NPDES program, water resources program, invasive plant program and environmental lands program for the Parks and Natural Resources Division.

• Responsible for ensuring continuing improvement of the program’s effectiveness by identifying strategic direction, defining project scopes and cost; overseeing the completion of projects; verifying results; organizing necessary staff participation; ensuring capture of data into the system; and reviewing effectiveness.

• Oversees ownership of levels of service by collecting performance data; updating key performance indicators; analyzing data and performance; assisting understanding of data; facilitating industry benchmark participation and presenting findings and results.

• Provides professional work in the integrated management of natural systems within Polk County.

• Manages supervisory staff engaged in one or more of the following: operation, repair or upgrade of stormwater treatment facilities, and oversee planning with the maintenance team, staff training and development.

• Monitors water resources, environmental lands and invasive plant operational processes, inspects preventive and corrective maintenance, prioritizes repairs, and upgrade projects, identifies and analyzes problems for corrective recommendations.

• Warrants that all assigned staff follows prescribed operations, maintenance and construction procedures and methods while maintaining compliance to all County, State and Federal regulatory requirements. Provides immediate corrective actions to any non-compliance issues.

• Plans, organizes, coordinates, directs and supervises the activities involved in the operations of environmental lands, invasive plant management and water resource programs. Overseeing restoration and managing natural resource projects is a primary focus for this position.

• Integrates condition assessments by facilitating discipline in prioritizing assets; training personnel; integrating findings and information into data systems; inputting funding into asset plan; and overseeing issues related to schedule and objectives.

• Manages projects by defining project scope; developing specifications; advertising bids; managing completion of scope; documenting projects; and organizing activities.

• Performs maintenance trends by evaluating work orders for cost and frequency; summarizing findings; and monitoring effectiveness of countermeasures.

• Coordinates with other Divisions within the County to ensure compliance with the County’s Municipal Separate Storm Sewer System (MS4) permit and the National Pollution Elimination System Program (NPDES) annual report that ensures compliance with regulatory agencies and ensures success of the stormwater, water resources, invasive plant, and environmental lands programs.
