Overview
The Agency of Commerce and Community Development (ACCD) is looking for a skilled professional to join our Finance Team as Financial Director I. An ideal candidate for this position has experience budgeting and managing State and Federal funds, is organized and detail-oriented, has excellent communication and coordination skills, and believes strongly in public service.
ACCD is at the forefront of many key State initiatives and programs with the overall mission of improving the quality of life for Vermonters and building and sustaining strong communities. The agency oversees the preservation of important state historic sites, the development of housing and land use policy, community recovery and revitalization programming, and the promotion of Vermont as a wonderful place to visit and live, among many other important programs. The Finance Team plays a critical role for the Agency by managing the budgeting, financial operations, and financial reporting, as well as many of the Agency administrative functions such as payroll, space and equipment management, and intra-office coordination.
The Financial Director I will manage the financial operations for the Department of Housing and Community Development (DHCD). Duties include budgeting and reporting of State and Federal funds, oversight of accounts payable and receivable, complex modeling and financial analysis, and close monitoring of payroll and indirect costs; all with significant independence. The position reports to the ACCD Administrative Services Director and collaborates closely with Agency and DHCD leadership to provide sustainable financial management strategies that support Agency and Department initiatives. The position may supervise one Financial Administrator.
This is a full-time position located in Montpelier, Vermont on the scenic National Life campus with access to recreation trails, a delicious cafeteria, and some of the best office views in Vermont. There is the possibility of some telework with this position to sustain a strong work/life balance.

Minimum Qualifications
Master's degree in accounting, business or public administration or a related field AND one (1) years of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience including managing a major fiscal program or operation.
OR
Bachelor's degree in accounting or a bachelor's degree in any discipline that includes or is supplemented by 20 credit hours in accounting and two (2) years of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included managing a major fiscal program or operation.
OR
Associate's degree AND four (4) years or more of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included experience managing programs, funding sources or staff OR six (6) years or more of experience managing a significant fiscal program or section.
OR
High school diploma or equivalent and seven (7) years or more of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included experience managing programs, funding sources or staff.
OR
One (1) year as a Financial Manager III with the State of Vermont.
Note: For some positions preference may be given to applicants with experience managing large fiscal operations.
Special Requirements
For some positions experience working with the VISION system (VISION is the State of Vermont PeopleSoft financial management system) may be required.
