JOB DUTIES AND RESPONSIBILITIES:

This is a highly independent position with the Florida Department of Health in Orange County (DOH-Orange) and will report to the Preparedness, Training, and Response Program Manager (PTR).  This position assists in facilitating the DOH-Orange's response to natural and human events including the special needs shelter activities, dispensing of medical countermeasures and vaccines, volunteer management, outreach and other events as necessary.

This position will be responsible for receiving, processing, reviewing, and tracking CEMPs submitted for DOH-Orange approval. Responsible for processing invoices related to CEMP following up with agencies to ensure timely responses are generated and all DOH/State standards and policies are being met. 

Assist in preparation of reports and other materials, and in development and recommendation of procedures and policies as directed by the PTR Program Manager.  Assist with the revision and update of multiple certification and accreditation related documentation and activity requirement including but not limited to Project Public Health Ready (PPHR), CHD Deliverables, and Operational Performance Review.

Conduct new employee orientation training on emergency response roles for public health and response capabilities in the event of an emergency. Maintain new employee emergency duty forms, assist new staff with emergency notification system registration and FEMA SID registration.

Assist with the inventory and maintenance of equipment and supplies in the disaster warehouse. Maintain inventory in the statewide database in accordance with CHD Preparedness Expectations. Assist with resupply related to preparedness training, vaccination, POD, shelter, and other supplies needed to respond to public health outreach events, trainings, exercises, and emergencies.

Assist the PTR staff with general preparedness activities and be available to respond to disaster and emergency events.  Incumbent may also require work performed during evenings, weekends, and holidays as well as emergency deployment to other counties in Florida with short advance notice. This position may act as Planning Chief during incidents and events when applicable.

Responsible for the purchasing and procurement for the PTR Program in accordance with State of Florida, Florida Department of Health (DOH), and DOH-Orange purchasing policies and procedures. Purchasing duties may also include maintaining purchasing files, using appropriate applications to approve charges, submitting proper paperwork, processing purchase requests in purchasing system and coordinating collection of data for use in preparation of budgets and tracking expenses.

Perform other duties as necessary.

KNOWLEDGE, SKILLS AND ABILITIES, INCLUDING UTILIZATION OF EQUIPMENT, REQUIRED FOR THE POSITION

  1. Skilled in Microsoft Excel, Word, Outlook, Power Point, TRAIN, HMS, People First, and Internet Navigation.
  2. Knowledge of general office procedures and practices, correct grammar usage, and perform basic arithmetical calculations.
  3. Knowledge of basic leadership principles and practices. and able to solve problems and make decisions.
  4. Knowledge of Incident Command System, NIMS and basic principles of managing emergencies.
  5. Ability to establish and maintain effective working relationships with internal and external customers.
  6. Ability to plan, organize and coordinate work activities and to follow instructions.
