Vocational Outreach Program Manager

Overview

Reentry is a critical period for formerly incarcerated individuals and vocational supports are critical for their successful transition.  This position will assist the VDOC in understanding and developing key relationship which can continue to support those individuals in successful transition into meaningful, liveable wage positions and support improved community safety through their successful reentry.

The Vocational Outreach Project Manager (VOPM) is responsible for the community partnerships interfacing with the facility vocational training unit and supporting systems for the incarcerated transitioning to the community.  The VOMP will do this by developing and organizing a transition process, conducting outreach with local community providers, employers, workforce development coordinators and probation and parole officers during transition. 

Responsibilities include:

• Overseeing all grant activities ensuring coordination between multiple stakeholders at multiple sites and subcontractors.  
• Coordinates with stakeholders to identify data points for program evaluation and management purposes.
• Oversees the allocation of the grant budget.
• Attends meeting such as the State Workforce Developent Board, regional and local Creative Workforce Solution meeting and others to develop a good understanding of available resources and hiring partners.  
• Meet regularly with the Workforce Development Coordinators to identify current transitioning incarcerated individuals and stand up transition process with core partners like VABIR and probation and parole.  
• Assisting with setting up and supervising virtual or live meeting with service providers and employers. 
• Maintain information of local employers who are interested in hiring formerly incarcerated individuals and who may be interested in low barrier hiring.  
• Supervises sub-contractors on contract objectives and measurables.

Environmental Factors

Duties are performed primarily in a standard office setting but will include frequent interaction and observation within correctional facilities and probation and parole sites, including individuals currently incarcerated and/or under supervision.  May include travel and observation of partner/contract execution of duties related to grant/contract agreement.  Interaction with correctional staff, other state agency staff and partner representatives is expected.  Frequent travel may be necessary for which private means of transportation should be available.  Intermittent evening or weekend work may be required.

Minimum Qualifications

Bachelor’s degree in public health, administration services or or a related field, AND three (3) years’ experience leading teams and managing complex projects and reviewing the work of project participants.

 

Or 

 

High School Diploma AND Six (6) or more years leading teams and managing complex projects and reviewing the work of project participants.
