Job Description: The candidate is responsible for reviewing purchase orders and procurement files prior to approval to ensure compliance with company policies and procedures, contractual requirements, and applicable Government procurement regulations. The position also supports the Procurement Compliance Manager in maintaining and improving the company’s purchasing system, developing procurement policies and procedures, monitoring compliance trends, and developing and delivering procurement-related training.
This position reports directly to the Procurement Compliance Manager.
Job Requirements/skill sets:
Review purchase orders and supporting procurement documentation prior to approval to ensure compliance with company purchasing policies and procedures and applicable contractual and regulatory requirements.
- Perform scheduled audits of purchase orders and procurement files to assess compliance with established purchasing procedures and CPSR requirements.
- Identify, document, and track procurement compliance deficiencies, recurring issues, and corrective actions.
- Analyze compliance trends and recommend process, policy, or training improvements to reduce recurring deficiencies.
- Prepare and submit required Government reports related to procurement functions.
- Develop and deliver monthly training addressing recurring compliance issues, regulatory requirements, and procurement best practices.
- Provide individualized training and guidance to procurement personnel, as needed.
- Assist with the development, maintenance, and periodic revision of procurement policies, procedures, forms, templates, and other purchasing system documentation.
- Support CPSR preparation and other Government reviews or audits of the purchasing system.
- Assist the Procurement Compliance Manager with implementation of corrective actions and continuous improvement initiatives related to the purchasing system.
- Working knowledge of the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) as they relate to Government contractor purchasing and subcontracting.
- Knowledge of Contractor Purchasing System Review (CPSR) requirements and Government contractor purchasing system compliance is strongly preferred.
- Knowledge of procurement principles, practices, and procedures, including competition, source selection, price analysis, documentation requirements, and procurement file adequacy.
- Strong analytical skills and the ability to identify compliance deficiencies and evaluate procurement documentation against established requirements.
- Excellent written communication skills and exceptional attention to detail.
- Effective verbal communication and interpersonal skills, with the ability to provide constructive compliance guidance and training while maintaining positive working relationships with procurement personnel, management, and other departments.
