Position Overview

Under administrative direction, serves as Assistant Bureau Chief.  Directs the review and maintenance of the Department of Human Services accounting and payroll systems, including Home Services Payroll, Contractual Payroll, and the Vendor Unit to ensure that funds expended by the Department are following applicable state statutes, Illinois Office of the Comptroller (IOC) and Internal Revenue Services (IRS) regulations. Reviews and analyzes proposed changes in accounting practices proposed through legislation, the Comptroller’s Office, and federal grant requirements. Makes recommendations on Illinois Department of Human Services (IDHS) position on such proposals. Develops policy and procedures to implement changes required by Public Acts signed by the Governor, rules and regulations promulgated by the IOC, the IRS, and other federal agencies as well as changes to implement corrective action plans in response to audit findings. Serves as a full-line supervisor to lower-level staff.

Essential Functions

  • Serves as the Assistant Bureau Chief of the Bureau of Expenditure Accounting.

  • Serves as the Bureau Liaison to IDHS Administrative and Program offices on IDHS accounting policy and procedures as well as those pertaining to Home Services Payroll, Vendor, and Debit Card Units.

  • Manages through subordinate supervisors the coordination of the total contractual payroll operation and the HSP document processing activities. 

  • Serves as full line supervisor; assigns and reviews work; provides guidance and training to assigned staff; counsels staff regarding work performance; reassigns staff to meet day-to-day operating needs; establishes annual goals and objectives; approves time off; adjusts first level grievances; effectively recommends and imposes discipline, up to and including discharge; prepares and signs performance evaluations; determines and recommends staffing needs.

  • Formulates operating programs and policies regarding Home Services payroll, contractual payroll, and vendor unit systems. 

  • Performs other duties as assigned or required which are reasonably within the scope of duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to the completion of four (4) years college with courses in business fiscal or accounting.

  • Requires prior experience equivalent to four (4)
