Your Specific Responsibilities:

Responsible for the supervision of staff, including appraisals, planning, and directing their work, approving leave, having the authority for hiring, and taking disciplinary action or effectively recommending such actions. Supervises direct reports including motivating, training, providing guidance, and direction. Develops expectations and meets with staff regularly to discuss performance, complete performance reviews, and disciplinary action, it needed. Maintains vacation and work schedules to ensure proper coverage and completes timesheets. Ensures all staff complete required training and are offered additional training.

 

Serves as the focal point for leadership and management of state communicable disease related categorical sections, including Sexually Transmitted Diseases (STD) and Viral Hepatitis, Tuberculosis (TB), and HIV/AIDS. Overall purview and charge Include policy development, standards-setting, monitoring, quality control, staff development, and technical assistance. Directs, plans, implements, and supervises operations for a statewide comprehensive program for the prevention, control and elimination of STDs, HIV/AIDS, Hepatitis, and TB by establishing and maintaining necessary surveillance; epidemiology; quality improvement; training/education/Information activities; Information systems/applications; support for local delivery of client services, lab-tests, vaccines and medications and support for outbreak Investigation and control. This may include oversight of studies and research accomplished within the bureau or in collaboration with other DOH programs, county health departments, CDC, universities, and others.

 

Directs central office and field staff, responsible for ongoing program activities and compliance with established goals and objectives. Directs and assists staff development that will increase effectiveness, develop latent talents, and evaluate staff in a fair and constructive manner. Plans, directs, and coordinates activities of professional staff. Evaluate staff assignments and work performance to determine the most effective utilization of professional staff. Change assignments as necessary/appropriate.

 

Provides analysis, technical direction, consultation, and assistance to establish and maintain coordinated and/or Integrated information systems. Gathering data on communicable disease risk factors, disease burden and distribution among the various cultural, social, and economic groups and sub-groupings of the population.

 

Directs, plans, and develops federal grant applications and annual budget requests for federal grant assistance and state general revenue funds. Allocates, monitors, and evaluates expenditures of funds for statewide programs. Monitors activities by county health departments, state health office, and pharmacy services, to ensure efficient, best use, and ensure accountability and transparency for program reporting requirements for financial audits. Including contract studies and the assignment of federal employees to the state program.

 

Provides information/data (as allowed), to stakeholders who are in a position to influence the bureau's activities.

 

Provides expertise and represents the bureau and Its programs at local, state, and federal meetings, conferences and workshops, and interdepartmental groups and committees.

 

Compiles with and monitors compliance (when applicable) with the mandatory requirements in Section 215.422, Florida Statutes. Develops proposals for legislative and rule changes necessary to prevent, control, and eliminate STDs, TB, HIV/AIDS, and hepatitis effectively and efficiently.
