SUMMARY OF DUTIES:
The Senior Project Business Analyst is responsible for the ongoing review, identification, and execution of business processes and status reporting for infrastructure maintenance and renewal projects and programs that support Amtrak’s State of Good Repair initiatives. This position requires proactive communication of risk, cost, schedule, and budget performance, translating complex technical data into clear and actionable reports. Leveraging technical knowledge and strong analytical skills, the analyst works both independently and collaboratively with project managers, project controllers, and department leadership to ensure data integrity across the portfolio. The successful candidate will focus on effective resource utilization, tools, and technology to assess interdependencies and support portfolio decisions. A demonstrated ability to analyze large datasets and synthesize key insights into written summaries is essential. A balance between people, process and data management is desired in the successful candidate. This role supports the project management organization specifically project controls and project managers and requires regular communication of the state-of the portfolio
ESSENTIAL FUNCTIONS:
· Maintains portfolio level project controls and monthly updates database
· Conducts proactive, in-depth analysis of project and program data including costs, workforce utilization, and schedule performance
· Facilitates requirements-gathering meetings and documents issues, risks, and process gaps identified during project planning, execution, or change management activities
· Maintains documentation of lessons learned and updates the issue log in Amtrak’s project management tools
· Performs trend and variance analysis, identifying patterns and developing recommendations in collaboration with cross-functional stakeholders
· Creates and maintains high-quality, detailed business process documentation using process mapping tools to identify inefficiencies and misalignments
· Manages version control of documents and supports the portfolio by leveraging tools such as SAP, Maximo, SharePoint, Power BI, and financial systems
MINIMUM QUALIFICATIONS:
· Bachelor's degree in Project Management, Construction Management, Engineering, Technology, Business, equivalent combination of training, education and relevant experience may be considered in lieu of degree.
· 3-6 years of relevant experience preferred
· Advanced Microsoft Office (Word, Excel, Visio, PowerPoint, MS Project)
· Proficient in SAP, SharePoint and/or Power BI.
· Minimum of five years of practitioner experience with a focus on business analysis.
· Must have strong quantitative skills & experience taking raw data and drawing actionable insights from it.
· Strong focus on collaboration, team building, and customer service.
· Effectiveness is working diplomatically across teams with varying and competing objectives.
· Proven ability to effectively communicate with varying audiences and stakeholders.
· Agile mindset within a regulated and compliance-focused environment.
· Ability to prioritize deliverables and communicate project milestones clearly.
· Super-user proficiency with Excel, SharePoint, and Power BI or Microsoft Access
· Skilled in organizing and presenting project portfolio reports, proposals, and other related portfolio information in written form or to a live audience.
PREFERRED QUALIFICATIONS:
· Familiarity and interest in railroad business operations, design, construction, or maintenance processes.
