UNICEF LAC Regional Office (LACRO) provides direct and remote support to country offices (COs) to address the increasing number of complex crises affecting children. This support includes technical assistance, quality assurance and oversight to ensure timely and effective humanitarian response in pursuit of the Core Commitments for Children in Humanitarian Action (CCCs), including cross-cutting programming (i.e., on gender, early childhood development, adolescents and disabilities) in all countries where a humanitarian situation is
revealed.
How can you make a difference?
The consultant will work in collaboration with the Emergency, Programme sections and Public Partnership Units in LACRO, being part of the team that will support the selected UNICEF country offices to timely capture, consolidate, elaborate and upload key information for opportune presentation of a project proposal to ECHO HIP 2025 appeal, through the e-Single Form template (eSF). The consultant will be responsible for the elaboration of the first draft of the project proposal (see detailed tasks and deliverables in the Work assignment below) that will be uploaded on ‘APPELS’ platform.
Key Activities/Tasks
- Structure and ensure follow-up of communications with COs for the formulation of the project proposal,according to the ECHO’s e-Single Form structure:
- Characterization of humanitarian needs assessment and its geographical delimitation;
- Analysis of humanitarian response and strategy;
- Identification of beneficiaries and vulnerable groups;
- Definition of the logic of the intervention (i.e., objectives, sectorial indicators, targets, activities, required budget and workplan);
- Assumption statements with corresponding risk analysis and management;
- Monitoring and evaluation as well as accountability mechanisms.
- In close coordination with LACRO and COs, Emergency, Programme sections and Public Partnership Units, ensure opportune information consolidation, elaboration and upload of the project proposal in appropriate alignment to UNICEF’s and ECHO’s guidelines and templates.

To qualify as an advocate for every child you will have…
- A first University Degree in a related field such as social science, sociology, international relations.
- A minimum of 3 of relevant professional experience in emergency settings or early recovery working for a UN Agency or an INGO.
- UNICEF experience or knowledge of UNICEF sectors would be a strong asset.
- Experience formulating for ECHO and e-SF platform (APPEAL)
- Strong written communication skills in English.
- Knowledge of the LAC region is an asset.
- Knowledge of the humanitarian operations in the LAC region is a strong asset.
- Availability during year-end holidays.
- Developing country work experience and/or familiarity with emergency is considered an asset.
- Fluency in English is required.
