About the role

Responsibilities

Defense Counterintelligence and Security Agency (DCSA) requires services to integrate National Background Investigation Services (NBIS) applications and subordinate systems into the NBIS system of systems. NBIS applications and systems include the Defense Central Index of Investigations (DCII); Defense Information System for Security (DISS); and the Secure Web Fingerprint Transmission system (SWFT). The NBIS system is subsuming these systems – that is, integrating their functionality and technical performance into NBIS.

 

 

We are seeking a Senior Test Engineewhom will work with engineers, product owners, and project managers to evaluate hardware and software systems developed for DCSA, build test plans and procedures with test cases based on system parameters and use cases. The Senior Test Engineer generates data and executes the test cases to see how the system performs, then documents the results, and communicates defects to the development team so they can start improving the system. The Senior Test Engineer is familiar with the operation of each system under test to accurately measure and record critical data for analysis.

 

The Senior Test Engineer will be responsible for the following but not limited to:

  • Responsible for conducting automated and manual tests to ensure the software created by developers fits the intended purpose of the software
  • Implement test plans, automation, and validation strategies. Identify and investigate issues found during testing, and update test cases based on discovered defects
  • Participate in project-wide reviews of requirements, system architecture, and detailed design documents
  • Work with the product owner to add and refine the "done" criteria for user stories
  • Develop test scripts, possibly as part of behavior-driven, test-driven, or acceptance test-driven development
  • Develop frameworks for manual and automated testing
  • Create and run automated tests to enable continuous integration and continuous deployment (CI/CD)
  • Other duties as assigned

Qualifications

Required Qualifications:

  • Bachelor degree and 8 years of system engineering experience; Master degree and 6 years of system engineering experience; or 12 years combination system engineering experience and college or vocational education
  • One or more certifications as a Certified Software Quality Engineer; Certified Quality Improvement Associate; Certified Security Project Manager; or, Certified Testing Management (CTM)
  • Experience with supporting overall engineering integration of Systems Engineering and Integration efforts for the DoD, government agencies, or commercial programs
  • Knowledge of systems engineering standards, including IEEE 15288
  • Ability to define, develop, maintain, and execute large scale system test plans and overarching test and evaluation strategy documents, including Test and Evaluation Strategy (TES), Test and Evaluation master Plans (TEMP), System Integration Test Plan (SITP), and Requirements Verification Files (RVFs).
  • Must have an active/current Top Secret security clearance/eligibility with SCI eligibility determination based on a favorably adjudicated T5 or T5R with SCI eligibility and the ability to maintain a Top Secret / SCI clearance

Desired Qualifications:

  • Master’s degree in an engineering, mathematics, physics, or equivalent technical discipline and 10 – 13 years of relevant experience
  • Scaled Agile Framework (SAFe) Experience
  • Scaled Agile/SAFe® Agilist Certification
  • Experience with planning and executing program reviews throughout the life-cycle of the system
  • Experience with using Model-Based Systems Engineering approach to manage system definitions and technical baselines
  • Ability to estimate software-testing costs and schedule
  • Conducting software compatibility tests with programs, hardware, operating systems, or network environments
  • Ability to develop testing programs that address areas such as database impacts, software scenarios, regression testing, negative testing, error or bug retests, or usability
  • Documenting software defects, using bug tracking systems, and report defects to software developers
  • Experience in planning test schedules or strategies in accordance with project scope or delivery dates
