The Opportunity

The Implementation & Monitoring Account Senior Manager is a senior client-facing leader responsible for strategic growth and project delivery for implementation, technical assistance and monitoring initiatives at CMS. This role balances implementation and operational oversight with proactive account expansion, serving as a trusted advisor to CMS stakeholders and an internal driver of business development and capture efforts to support growth.

This position requires a strong understanding of CMS programs, federal contracting, and healthcare operations, combined with the ability to identify opportunities, shape solutions, and grow the account while ensuring operational excellence.

Client & Stakeholder Management

  • Build trusted, long-term relationships and serve as a senior point of contact for CMS clients, stakeholders, and partners.
  • Translate CMS program goals, regulatory requirements, and operational needs into actionable delivery plans on projects and technical solutions for proposals.
  • Proactively identify risks, issues, and dependencies; communicate mitigation strategies clearly to clients and internal teams.

Business Development & Strategy

  • Develops and executes an account plan and support the creation and development of a growth strategy for the account.  
  • Lead implementation of growth strategy to include recompetes, competitor takeaways, and entry into new capability areas within existing customer sets.
  • Accountable for obtaining, representing, and incorporating voice of the customer (customer pain points, buyer values) considerations into solutioning, win theme development, competitive positioning, and price to win activities.
  • Consistently and frequently disseminates client intelligence, priorities, satisfaction or dissatisfaction to ensure internal stakeholders are developing and executing on solution roadmaps geared towards solutions, project and technical delivery that leads to achieving and exceeding financial and mission objectives centered around client priorities.
  • Drives growth within the portfolio by collaborating with resources across Abt to build, maintain, and progress a healthy pipeline of opportunities (at least a 6 quarter, capture + pipeline) within the technical account. In doing so, delivers a strong book-to-bill ratio, strong re-compete and new business win percentages, and YoY new business growth.
  • Will lead Business Development (includes maintaining a 6-quarter pipeline) within the portfolio and lead capture activities for deals that are <$10M, recompetes and/or as negotiated as part of the bid board process. 
  • Executes client call campaigns, attends in person client meetings, and develops and maintains relationships with current and new client decision makers.
  • Develops and expands client relationships through advisory interactions and thought leadership.

Delivery Leadership

  • Lead end-to-end implementations for new CMS programs, including contract modifications, or major operational changes.
  • Oversee implementation planning, including scope definition, timelines, resource alignment, and readiness assessments.
  • Coordinate cross-functional teams (operations, IT, compliance, policy, data, and vendors) to ensure on-time, compliant delivery.
  • Ensure implementation activities align with CMS regulations, contract requirements, and federal standards.
  • Lead financial oversight on projects, including monthly forecasting, resource management, and monitoring expenditures across the team, including subcontractors. 
  • Coordinate with CMS account leadership, finance, and contracts to monitor scope and funding, and support renewals, modifications and growth

Team Leadership & Collaboration

  • Provide leadership and mentorship to project and proposal teams on implementation, technical assistance, and monitoring best practices.
  • Foster a culture of accountability, collaboration, and continuous improvement.
  • Support staff development to strengthen technical skills that align with client and programmatic needs. 

What We Value

  • Bachelor’s Degree + Twelve years of relevant experience, or Master’s Degree + Ten years of relevant experience
  • Master’s degree in Healthcare Administration, Public Policy, Business, or related field preferred.
  • 8+ years of experience in client management, program management, or operations, preferably in government healthcare.
