Position Overview and Responsibilities:

• Performs administrative functions for the Waste Cleanup Program and coordinates with the Division Director’s office in the handling of “action Items” and overseeing that deadlines are met. 
• Reviews and routes correspondence addressed to the WCP to the proper staff member for response and information. Proofreads outgoing correspondence to ensure grammar and formatting are appropriate. Clerks Orders and handles outgoing correspondence for the WCP, this includes electronic mail, certified, and Fed Ex. Inserts documents, updates and manages file documents within the ERIC file management system.   
• Prepares purchase requisitions, maintains log of purchase requisitions, and approves invoices for payment upon receipt of goods. Oversees use of purchasing card for WCP staff.  Approves p-card charges.  Serves as liaison to the divisional property custodian for the WCP.  Assists with the tracking and annual property inventory. 
• Negotiates lease and maintenance agreements for office equipment, handles maintenance issues related to office equipment, payment of office equipment invoices, and places orders for office supplies. Tracks and monitors the Program’s operating budget with the WCP Budget coordinator.
• Manages assigned contract for the Institutional Control Engineering Control Audit Program (ICECAP). Approves scopes of work and cost estimates and negotiates these elements with contractors. Reviews and approves contractor tasks assignments, change order requests, and invoices for completed work. Maintains and updates contract management documentation and resolves contracting issues. 
• Assists with administrative duties and completeness reviews for the Voluntary Cleanup Tax Credit Program. Tracks and coordinates with the district offices on issues related to the ICECAP.. 
• Works cooperatively with WCP staff in assisting with traveling, scheduling meetings, onboarding, and training of new staff. 
• Stays abreast of program and departmental developments, policies and programs in order provide guidance for response to the public.  Coordinates with the Division Director’s Office to stay up to date with the procedures, policies and directives of the Department.
• Handles special personnel projects for the WCP as requested.
• Performs other related duties as required.

 

Required Knowledge, Skills, and Abilities:

• Knowledge of State P-Card rules and processing, including use STMS and Works.
• Knowledge of Basic Filing Practices.
• Knowledge of Personnel Rules and Regulations.
• Skills in Word Processing and spread sheet programs.
• Skills in using PC.
• Ability to productively manage contracts and task assignments
• Ability to communicate verbally and in writing.
• Ability to understand and apply applicable rules, regulations, and policies.
• Ability to utilize problem solving techniques.
• Ability to use MyFloridMarketPlace/AOD

 

Minimum Qualifications:

• At least two years of verifiable related experience. Post-secondary degrees may be used as an alternative for the required years of experience on a year-for-year basis.
• Valid Driver’s License

 

Position of Special Trust Requirement:

Pursuant to the sections 110.1127 and 435.04, Florida Statutes, and DEP Directive 422, Background Investigation This position is a Position of Trust based on CRA access needs.
