Your Specific Responsibilities:
This position spends more than 50% of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees’ work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets.
This is a statewide environmental manager position responsible for coordinating the assignment, performance, tracking and completion of radioactive materials inspections and investigations. Exceptional communication skills are necessary to collect information, analyze data, and make determinations and initiate corrective actions on radioactive materials investigations and inspections.
Reviews, evaluates and performs quality assurance on radioactive materials inspection reports generated by inspectors and area office managers. Notifies licensees of inspection findings. Reviews and evaluates corrective actions provided by the licensees for compliance with program rules and regulations.
Supervises, coordinates and monitors work assignments for an environmental specialist II, regulatory specialist I, and the clerical staff in the Radioactive Materials section. Directly responsible for assigning work, answering complex questions, workload tracking and peer review and quality assurance of all work products. Establishes priorities for clerical staff to meet specified goals and time frames. Supervision includes hiring, preparing and conducting performance appraisals, reviewing and approving leave and attendance, recommending and conducting corrective or disciplinary action. Provides training and technical assistance to clerical staff. Prepares personnel papers for new and terminating employees, reassignments, transfers, promotions, etc. Interviews and makes selection of employees.
Performs duties as a lead inspector, including complex inspections such as for broad scope licensees. Performs complex investigations of incidents involving radioactive materials. Performs low level radioactive waste shipment inspections to ensure compliance with rules and regulations regarding hazardous material transportation. Trains other bureau staff to perform low level radioactive waste shipment inspections. Coordinates the assignment, performance, tracking and completion of radioactive materials inspections and investigations.
Performs periodic Quality Assurance (including licensing and inspection components of the files) on all state of Florida radioactive materials licenses. Develops protocols and assists in maintaining the data system for inspection results of all radioactive materials inspections, incidents and investigations.
Reviews and evaluates radioactive material incident reports and notifies licensees of investigation findings. Reviews and evaluates corrective actions provided by the licensees for compliance with program rules and regulations.
Develops training modules (technical and professional), operating procedures and quality assurance review procedures for conducting inspection and incident workload for the bureau staff.
Prepares and issues escalated enforcement actions and administrative actions (including administrative fines and administrative complaints). Attends quarterly meeting held by the Field Operations Administrator and the area office managers as the section representative to facilitate the coordination of workloads. Ensure that managers remain current on section issues.
Oversees the maintenance of the database for assigning control numbers to all licensing actions for the program.
