Job Duties

This is a restricted position, which is solely funded by the (PHIG Grant - ending 11/30/2027). The availability of funding is scheduled for review (before the grant expiration date and periodically thereafter. Continued employment is contingent on the continued availability of funds.

Business Process Partner, under the direction of the CHS Director of Business Process, is responsible for providing consultation and management support for the administrative operations of assigned local health district offices. Characteristic duties include but are not limited to: consultation and oversight of district budgets; ensuring compliance for program expenditures and revenue generation; coordinating review/approval of reconciliation reports and RAPS; and oversight for operational tasks. This position functions with a strategic focus on long term issues for assigned districts and may be called on to serve in the absence of the District Business Manager, acting as the primary spokesperson of business operations for external and internal entities. Monitors and consults on funding and staffing resources, promotes programs, assists as needed with budgets, facilities, finances and human resources, and keeps the Director of Business Process informed on actions taken. Ensures quality assurance in relation to assigned districts strategic plans and programs.

1. Operational Continuity and Compliance: The CHS Business Process Partner ensures district operations align with federal, state, and local regulations, along with VDH policies. This helps maintain adherence to public health standards and mitigates risks associated with non-compliance.

2. Resource Management and Fiscal Responsibility: By overseeing budget reconciliation, revenue optimization, and expenditure compliance, this role supports VDH’s fiscal health, ensuring resources are used appropriately and effectively.

3. Staffing and Program Support: The role applies strategic staffing practices, ensuring that districts attract, train, and retain high-quality personnel. This supports the operational capacity of local health districts and enhances public health outcomes.

4. Data Management and Quality Assurance: The position provides data analysis and technical assistance, helping VDH make data-driven decisions and improving financial transparency across districts. This analytical function supports quality assurance in line with VDH’s strategic goals.

5. Leadership and Communication: Acting as a key liaison, the Business Process Partner informs VDH leadership about district-level challenges and opportunities, facilitates collaboration, and maintains continuity in leadership when district managers are unavailable.

Minimum Qualifications

1. Public Administration and Business Knowledge:
Demonstrated understanding of public administration and business management principles, including finance, procurement, contracting, human resources, and facilities management.

2. Regulatory Knowledge:
Familiarity with federal, state, local, and agency regulations, policies, and procedures applicable to the role.

3. Personnel and Financial Management Skills:
Strong background in personnel management, financial oversight, and communication (both written and verbal); proficiency in automated systems, including spreadsheet development, data manipulation, and analysis.

4. Operational Planning Abilities:
Proven ability to plan, develop, and direct financial and administrative operations, with an emphasis on both short-term and long-term strategic goals.

5. Collaborative and Leadership Skills:
Ability to work effectively across various levels and roles within the organization; demonstrated leadership in managing staff to achieve positive outcomes aligned with programmatic goals.
