Job Description Summary

Organization's Summary Statement:
This Applied Research Laboratory Intelligence and Security (ARLIS) position is an essential security position requiring a qualified security professional who will play a vital role in access control to a UMD secure facility that supports Department of Defense (DoD) personnel, programs, and information. The Industrial Security Specialist (ISS) will be responsible for providing security support and assistance to UMD and U.S. Government personnel, contractors, and visitors. Primary duties include the physical protection of a Department of Defense (DoD) sponsored University Affiliated Research Center (UARC) and the ability to properly safeguard personnel, facilities, equipment, property, information systems, and classified information in the interests of U.S. National security.

Key Responsibilities:

1. Limits and controls access to secured property, secures and monitors entrances and exits to the building, identifies and provides badges to visitors, and performs security escort duties when directed.

2. Maintains visual surveillance of secured property and uses the closed-circuit TV system.

3. Notifies security leadership of any controlled access occurrences that could be detrimental to staff or property. Completes logs and reports.

4. Ensures that all classified or sensitive materials and equipment being removed from secured property have appropriate documentation and protection. Conducts thorough security checks of each office and area to ensure that classified or sensitive materials are properly stored and all terminals are logged off. Ensures all staff, tenants, and visitor personnel abide by policies established for access to the facility. Documents all findings and actions in an incident report for security management.

5. Provides security for the movement of classified materials and equipment within the Washington, DC, College Park, MD, and Fort Meade, MD geographical regions.

This position is designated as essential and requires the incumbent to report to their assigned or alternate work location during emergencies, major transitions, and other critical incidents. The Security Specialist plays a key role in maintaining the safety and security of ARLIS personnel, property, and operations. Responsibilities may include access control, incident management, emergency response coordination, and providing general support during periods of operational disruption or inclement weather.

Must be able to obtain a Top Secret U.S. security clearance. If selected, you must meet the requirements for access to classified information and will be subject to a government security clearance investigation that includes criminal and credit history checks, as well as verification of U.S. citizenship, birth, education, employment, and military history.

Physical Demands:
• Must be able to sit or stand either inside or outside for extended periods while maintaining a high level of vigilance and attention to detail
• Must be able to perform inspections both inside (e.g., desk checks) and outside of the facility (exterior building and grounds; this occasionally requires visual checks under raised floors and above ceilings
• Must be able to spend long periods of time standing and walking when escorting uncleared visitors or similar access-control related duties
• Must be able to perform data entry and security-related computer-based tasks for significant periods of time
• Must be able to respond to visual and auditory alarms and other indicators of emergency situations within the time and response parameters outlined in the appropriate DCIDs, ICDs, NISPOM/32 CFR Part 117, and facility operating procedures
• Must be able to communicate visually and verbally with others effectively during both normal and emergency operations
• Occasional lifting and moving of equipment and supplies with a weight of up to 25-30 pounds.

Licenses/ Certifications: Valid Maryland Non-commercial Class C or equivalent driver's license

Minimum Qualifications

EDUCATION: High school diploma or GED equivalent

EXPERIENCE: Must possess a stable work history with progressively responsible experience. Experience with the operation and use of CCTV, computerized alarm and access control systems. Previous experience working in a totally secure environment is preferred.
