Job Description:

The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary.

  • Participate in identifying new, capital, maintenance, repair, or renovation projects for the annual budget, prepare scopes of work, cost estimates, work description, and justifications for projects submitted by departments.
  • Establish goals, objectives, priorities, schedules and budgets for programs or projects as assigned by the Commissioner’s Court.
  • Facilitate interdepartmental coordination related to the timely completion of capital improvement projects.
  • Plan and coordinate all aspects of definition, design, and implementation of capital improvement projects, establish schedules and monitor performance.
  • Assist Purchasing in issuing request for proposals/qualifications, help determine procurement method, conduct pre-bid walks, conferences, analyze and qualify bids, proposals, and vendor selection.
  • Ensure contracts protect County’s interest and uphold County policies and procedures, and State laws.
  • Coordinate and monitor contract performance, acceptance of work and other related activities with completion of project.
  • Coordinate and monitory County Tax Abatement agreements and contract performance, acceptance of work and other related activities with the project.
  • Oversees the review, documentation, and approval of claims and invoices submitted against contracts.
  • Prepares complex contract amendments, revisions, terminations, and close-outs.  Assist Commissioners Court in the negotiations and settlement of contract disputes.
  • Inspect materials and workmanship for safety hazards and construction problems.
  • Prepare request for proposal, consultant agreements, public notices and other project documents.
  • Makes recommendations for improving operating procedures and policies.
  • Requires the ability to conduct field investigations.
  • Performs related work as required.

Minimum Education and Experience Requirements:

Requires Bachelor’s degree with five (5) years of experience in contract management area.  An NCMA certification is preferred but not required. 

Knowledge/Skills Requirements:

  • Strong Project Management skills
  • Interpersonal skills to encourage effective interactions with peers, contractors, and County Departments
  • Ability to plan, coordinate, and control work under aggressive timelines
  • Outstanding verbal and written communications skills to communicate with all levels of the organization.
  • Must be able to work with a high degree of autonomy
  • Ability to multi-task and demonstrate diplomatic skills

Physical Demands:

  • Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.

Special Certifications and Licenses:

  • Must possess and maintain a valid state driver’s license with an acceptable driving history.
