Job Duties

Purpose

Review and coordinate development and implementation of district's Six-Year Improvement Program (SYIP) by managing financial functions on construction and maintenance funded projects. Monitor project development. Ensure project estimates and schedules are in accordance with VDOT policies. Determine functional classification and federal eligibility. Program and transfer funds. Meet with district staff to ensure timely development and delivery of district and regional projects. Act as liaison between local government and programming division in scheduling and budgeting matters. Implement recommended scheduling changes in iPM for district projects.

Federal Strategy

Assist with coordination of district activities associated with federal strategy to include identifying projects to be included on the federal strategy. Monitor project status on federal strategy and communicate potential issues to district administration. Coordinate submissions of project modification reports to CO Federal Programs Division.

iPM/SYP Manager

Coordinate district implementation of program management system tools including iPM, Project Pool, Schedule, PCES, Dashboard and Cardinal. Review and approve funding transfers a the district level for construction and maintenance funds. Obtain concurrence prior to sending to Federal Programs Division for approval. Maintain districtwide system integrity, oversee data changes, and develop checks and balances for project data and trend analysis. Review and approve revisions entered by project managers for schedule, estimates or information changes to projects.

Program Management

Coordinate with district staff to ensure programming is maintained in computer systems. Check accuracy of project data, including phases, schedules, and estimates used for programming. Coordinate with CO Federal Programs Division on project funding transfers and federal and state authorizations. Assist with project closeout process. Monitor project delivery performance measures in Dashboard. Communicate available funding for projects. Monitor and update iPM and other systems.

Required skills for job & position

• Ability to mediate difficult issues with municipal councils, staff, department staff and citizens.

• Ability to manage multiple tasks simultaneously.

• Advanced knowledge of federal, state, and local transportation laws, regulations, policies and operations.

• Ability to follow written and oral instructions.

• Ability to analyze complex financial data, work with detailed numerical data and generate

• Skill in the use of computers, software applications and reporting tools.

• Ability to plan and conduct training, presentations and meetings.

• Knowledge of VDOT programs, policies and activities.

• Ability to communicate effectively orally and in writing with diverse audiences, varying levels of management, FHWA, local government and the public.

• Advanced knowledge of VDOT's financial and project data management systems, including iSYP, PAM, Cardinal, Project Pool, Federal Strategy Database and Project Closeout Database.

• Skill in problem-solving and decision making.

• Ability to analyze, research and interpret data.

• Advanced knowledge of the interrelationships between project data, including phases, schedules, and estimates, and the SYIP, SSYPs, STIP and TIPs, and federal strategy.

• Advanced knowledge of transportation funding requirements and regulations, as well as budgeting and finance policies and procedures.


Minimum Qualifications

• Advanced knowledge of federal, state, local transportation laws, regulations, policies and operations.

• Considerable experience monitoring, analyzing and reconciling programming and financial data.

• Skill in the use of computers and software applications.

• Advanced understanding of the interrelationships between project data, including phases, schedules, and estimates, and the SYIP, SSYPs, STIP and TIPs, and federal strategy
