The purpose of this job within the organization is to implement and administer a comprehensive risk management program with the highest regard for employee safety, public safety, prevention of financial losses from liability claims and contractual matters, and the reduction of physical damage to property. This job works independently, under limited supervision, reporting major activities through periodic meetings.

Minimum Education and Experience Requirements:

Requires a Bachelor’s Degree in business administration, public administration, human resources or related field. Requires three years in risk management or closely related experience, in conjunction with supervisory experience. The equivalent combination of education and related work experience may be considered.

Special Certifications and Licenses:

Valid Driver’s License

Desirable Knowledge, Skills, and Abilities:

Working knowledge of city, municipalities and/or local government operations.
Extensive skill in negotiations, risk mitigation, problem solving and strategic planning.
Skill in supervising staff performing a wide-range of functions.
Ability to research, analyze, and systematically compile technical and statistical information and to prepare complex reports.
Ability to present oral and written opinions, comments, administrative documents, and reports clearly and concisely.
Ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under stress when confronted with emergency situations or tight deadlines.
Ability to maintain positive customer-focused relationships with co-workers, supervisors, agencies, the general public, and all other internal and external customers. Personally demonstrates appropriate customer service skills.
Work is performed onsite. The incumbent must be present at work to perform the essential functions of this job.

Essential Job Functions:

Manages and coordinates Risk Management, Safety and Security Programs and Wellness Clinic Operations for the City.
Oversees Risk Management staff and processes including but not limited to claim settlement and litigation resolution in a fair and equitable manner without negative long-term effects to the City while working to implement an enterprise risk management program.
Oversees the operation of the On-site Wellness Clinic to include contract negotiations with third party vendor to leverage the best ROI and determine any additional services required.
Oversees the Emergency management staff and provides oversight to business continuity, security programs and safety investigations.
Supervises Risk Management employees to include instructing, assigning and planning work, coordinating activities, maintaining standards and preparing performance appraisals.
Plans, coordinates and supervises the implementation and administration of a comprehensive risk management programs to include the City’s liability and casualty insurance programs; identifies loss exposures related to Workers' Compensation, liability, property, crime, flood, cyber security and other risk areas.
Investigates and analyzes accidents involving City employees and/or equipment to ascertain causes and make recommendations to City Management, department heads and supervisors.
Manages the claims process with insurance carriers and adjusters handling liability programs.
Develops and coordinates the Citywide safety program including safety training, safety incentive and related programs.
Confers and communicates with supervisor, department heads, City managers, City attorneys, employees, citizens, insurance adjusters, third party attorneys and others related to liability, workers' compensation, safety and related matters; monitors open cases until closure.
Prepares monthly summary of loss control analysis for Department Heads; meets monthly to review open cases and others matters; attends meetings in department in an advisory capacity to give recommendations related to liability/safety issues.
Works with the Department Heads and others as appropriate to develop an effective compliance training program, including appropriate introductory training for new employees, trainings required by law, as well as ongoing training for all employees and managers.
Serves as the lead for internal compliance and risk management audits; ensures that corrective action plans are documented in a timely manner and effectively implemented.
Serves as the City’s Title VI Coordinator and is responsible for compliance with the provisions of Title VI. Provides leadership, guidance, direction, oversight and support for the City’s Title VI Program.
