The Department of Emergency & Military Affairs (DEMA), led by The Adjutant General, provides emergency management and military capabilities to the citizens of Arizona and the nation. The Emergency Management Division consists of three sections—operations, preparedness, and financial administration. Each section works collaboratively across the agency and with external partners to manage emergency responses and reduce the impacts of disasters. Additionally, DEMA is the headquarters for the Arizona National Guard, the primary combat reserve of the United States military. The Arizona Army and Air National Guard provide military forces and equipment to accomplish community, state, and federal missions.

Job Summary:

The Physical Plant Supervisor III oversees and manages, through subordinate supervisors, a comprehensive inspection and preventive maintenance program. This includes the repair, replacement, remodeling, and minor construction activities required to maintain major physical plant operations at the AZ Air National Guard facilities located at the 162nd Wing in Tucson, AZ, Fort Huachuca in Sierra Vista, AZ, and Davis Monthan Air Force Base in Tucson, AZ. This role ensures compliance with Occupational Safety and Health Administration (OSHA), Environmental Protection Agency (EPA), and other federal, state, and local government regulations. The work product consists of completed programs and projects, ongoing physical plant operations, and adherence to national and local building codes, as well as the completion of administrative tasks. Additionally, the Physical Plant Supervisor III is responsible for recruiting and on-boarding new staff to ensure a competent and capable workforce. Conducting terminations when necessary, adhering to all legal and agency policies. Implementing and overseeing disciplinary procedures to maintain workplace standards and productivity. Recognizing and rewarding employees for outstanding performance and contributions to the agency. Addressing and managing any supervisor-related issues to maintain a harmonious and effective working environment. Supervisor III has the authority to inspect facilities, identify noncompliance with codes or hazardous conditions, and shut down systems if necessary to ensure safety and compliance. Actively participates in promoting a continuous improvement of workplace culture, through the use of teamwork, root cause problem solving, standard operating procedures, and review of performance metrics.

Job Duties:

• Oversee through subordinate supervisors the Custodial, Heating Air Conditioning and Ventilation (HVAC), Electrical, Structural, Plumbing and Building Maintenance staff that support the facilities maintenance program. Responsible for timely and effective planning, costing, scheduling, assigning and inspecting of all programs, projects and work activities. Ensure workforce, OSHA, EPA and other federal, state and local government regulation safety training is available and completed. Review and approve leave requests and ETE, employee evaluations and MAP, and hiring actions. Responsible for discipline/recognition, and other HR processes in collaboration with HR. Provide guidance and leadership to subordinates.
• Assist the Deputy Base Civil Engineer in developing scopes of work, of facility systems and final approval of completed work projects performed by private contractors on major or minor construction projects. Read, analyze and determine needs and provide input to any discrepancies discovered on all vendor contracts to ensure they meet requirements as they pertain to building construction, remodeling, maintenance, and all infrastructure related items. Prepare detailed and accurate reports of the progress of projects. Coordinate shop level technical design reviews of electrical, mechanical, plumbing, fire protection and structural systems during AE facility designs.
• Plan, schedule, and assign work as needed and inspect for compliance to National and local building codes. Participate as workload dictates. Perform various administrative duties. Analyze labor and material cost, and time duration for present and future projects. Develop accurate estimations of cost and budgets that pertain to building construction, building maintenance and infrastructure related work.
