Job Duties

The HR Business Partner Manager provides strategic leadership and operational oversight for a team of three HR Business Partners supporting the Virginia Department of Motor Vehicle’s Customer Service Management Administration (CSMA) and Law Enforcement districts. This role is responsible for ensuring consistent, high-quality HR service delivery across multiple business units while driving strategic initiatives including Project Upshift implementation, workforce planning, talent management, and organizational development. The manager serves as a senior advisor to agency leadership on complex employee relations matters, talent strategies, and HR policy interpretation while developing the capabilities of the HRBP team to deliver exceptional service to internal clients.

Minimum Qualifications

  • Ability to serve as a trusted advisor to senior leaders on workforce planning, organizational development, and talent management
  • Experience translating business objectives into HR strategies
  • Proven track record implementing large-scale HR initiatives
  • Experience managing organizational change across multiple departments
  • Direct supervisory experience managing HR professionals
  • Ability to coach and develop HR Business Partners
  • Complex case management including investigations, disciplinary actions, and conflict resolution (preferred experience with Virginia processes)
  • Knowledge of federal/state employment laws (FMLA, ADA, Title VII, etc.)
  • HR analytics and metrics reporting
  • Ability to identify trends and provide actionable insights

Additional Considerations

• Professional HR certification (SHRM-CP/SCP, PHR/SPHR, or IPMA-CP)
• Experience with change management methodologies and organizational transformation initiatives
• Knowledge of competency-based classification systems and compensation structures
