The Florida Division of Emergency Management plans for and responds to both natural and man-made disasters. These range from floods and hurricanes to incidents involving hazardous materials or nuclear power. The Division of Emergency Management (FDEM or Division) is the liaison between federal, state, and local agencies. FDEM prepares and implements a statewide Comprehensive Emergency Management Plan, routinely conducts extensive exercises to test state and county emergency response capabilities, provides technical assistance to local governments as they prepare emergency plans and procedures, as well as conducts emergency operations trainings for state and local government agencies.
The Division serves as the lead agency for the State Emergency Response Team (SERT), whose primary goal is the coordination of the state’s efforts during disaster response and recovery. This coordination is conducted within the State Emergency Operations Center (SEOC) in Tallahassee. Additionally, the Division manages the State Watch Office, the 24-hours a day operation tasked with providing situational awareness to stakeholders statewide. After a disaster, FDEM conducts damage assessment surveys and advises the Governor of the state of Florida on whether to declare an emergency and seek federal relief funds. Position Overview and Responsibilities:
- This position serves as the Deputy Bureau Chief over Individual Assistance and Administration & Plans, which assists the Bureau Chief in the administration of state-managed recovery programs. This position also serves as the State Disaster Recovery Coordinator (SDRC) during recovery operations following a federally-declared disaster. Duties and responsibilities include:
- Oversees the development and implementation of the Individual Assistance program through the supervision of the State Individual Assistance Officer.
- Oversees the Administration & Plans Unit through supervision of the Admin & Plans Officer.
- Oversees the Special Grants Unit through the supervision of the Special Grants Program Manager.
- Establishes and maintains contacts and networks for disaster recovery resources and support systems.
- Promulgates principles and practices that further resiliency and sustainability in development and strategic planning initiatives.
- Establishes and/or leads a statewide structure for managing recovery. Provide support for local and/or Tribal recovery-dedicated organizations initiatives.
- Communicates the roles and responsibilities of the State to the local governments.
- Works with recovery coordinators and leads at the Federal and other levels to facilitate the development of a unified and accessible communication strategy.
- Supports recovery planning processes, which includes individuals with disabilities and others with access issues, seniors, and members of underserved communities, to fully engage constituents’ input and result in the development of the community’s recovery visions, priorities, resources, capability, and capacity.
- Ensures inclusiveness in the community recovery process, including persons with disabilities and limited English proficiency.
- Facilitates communication of recovery priorities for all impacted communities.
- Communicates statewide recovery priorities to local and federal partners.
- Encourages incorporation of critical mitigation, resilience, sustainability, and accessibility-building measures into the recovery plans and efforts.
- Coordinates State, local, non-profit, and, Federal and other funding streams for recovery efforts and communicates issues and solutions to recovery assistance gaps and overlaps.
