Executes the IT department’s strategic priorities in alignment with Dallas County’s mission and vision. Drives enterprise IT strategies, stakeholder engagement, change management, road mapping, and portfolio management across departments. Leads the development and execution of enterprise-wide IT strategy aligned with County objectives. Translates strategic initiatives into actionable roadmaps and performance goals across divisions. Provides strategic analysis and decision support to the CIO and IT leadership team. Champion innovation and digital transformation to modernize County operations and services. Guides departments through strategic planning workshops and capability alignment efforts. Establishes governance frameworks to ensure transparency, alignment, and prioritization of technology initiatives. Tracks industry trends, legislative mandates, and emerging technologies to inform strategic decisions. Aligns strategy and engagement activities with County-wide performance measures and fiscal planning. Oversees the IT strategic planning lifecycle, including intake, scoring, prioritization, and roadmap delivery. Implements standardized frameworks and repeatable processes to improve IT service delivery and execution. Drives continuous improvement in engagement, planning, and program alignment across departments. Establishes and refines business engagement models that support agile, iterative delivery. Ensures coordinated execution of County technology projects, aligning strategy to execution through PMO and engineering functions. Fosters cross-functional collaboration between IT, business units, elected officials, and external partners. Translates business needs into actionable IT outcomes while balancing operational realities. Supports transformation initiatives by aligning technology operations to strategic goals and citizen-centric outcomes. Implements IT governance practices that support enterprise risk management and strategic alignment. Facilitates and supports IT Steering Committee processes and executive decision-making. Ensures alignment of department-level initiatives with broader County policies and compliance frameworks. Develops and maintains documentation for IT planning, prioritization, and investment governance. Oversees adherence to County budgeting, procurement, and administrative processes for strategic initiatives. Monitors and reports compliance with change control, policy, and governance requirements. Develops policies and procedures for strategic intake and approval of technology initiatives. Ensures effective communication and accountability across stakeholders regarding decisions and governance processes. Establishes KPIs and performance dashboards for IT strategic planning and engagement effectiveness. Monitors delivery metrics and stakeholder satisfaction to assess strategy execution and adjust accordingly. Creates regular reports and scorecards for CIO, County Administration, and Commissioners Court. Evaluates the effectiveness of engagement and intake processes and recommend refinements. Drives benchmarking and maturity assessments of County-wide capabilities and strategic progress. Implements feedback loops with departments to improve planning and delivery outcomes. Collaborate with the Data & Analytics team to measure impact of strategic initiatives. Ensures use of data-driven decision-making in planning, prioritization, and progress reporting. Leads, mentors, and develops Strategy and Engagement team members to build a high-performing organization. Promotes a culture of accountability, collaboration, and continuous learning. Sets clear expectations, goals, and performance objectives for staff. Identifies training needs and professional development opportunities across the team. Supports workforce planning and talent pipeline development aligned with strategic priorities. Facilitates cross-training and knowledge sharing to reduce silos and build resiliency. Serves as the primary liaison between IT and County departments for strategic planning and initiative alignment. Facilitates collaborative planning sessions and intake discussions with elected officials and department leaders. Builds trusted relationships with County Administration, Budget Office, and Commissioners Court. Represents IT in executive meetings, strategic committees, and public forums as needed. Coordinates cross-departmental efforts to align technology initiatives with County goals. Maintains a pulse on departmental needs, constraints, and opportunities through ongoing engagement. Acts as a change agent to promote technology adoption and cultural transformation across departments. Partners with external agencies, vendors, and civic tech groups to promote collaborative innovation. Performs other duties as assigned.
