Job Description:

The Nebraska Department of Health and Human Services' Division of Operations is looking for IT Business Systems Analysts to provide support for DHHS Systems Applications (NFOCUS, Medicaid Eligibility System, or MMIS (Medicaid Management Information System). These positions will act as a liaison between business users and IT technical developers of large system applications, facilitating new and enhanced system development.

These positions are listed statewide, as we may consider placement in other DHHS office locations across Nebraska for the right candidate; however, the Nebraska State Office Building in Lincoln is highly preferred.

Examples of Work

Job duties include:

  • Act as a liaison between application developers, business users, and vendors to analyze, and design new or improved systems functionality.
  • Research, analyze and communicate existing business processes to business users.
  • Work directly with business users to elicit business and system requirements.
  • Work with technical users to propose sound technical solutions to business users.
  • Document business and system requirements in detail for technical developers.
  • Responsible for creating and executing detailed system test cases to validate that all requirements have been met.
  • Responsible for creating and maintaining system documentation, system release documentation, and training documentation.
  • Provide IT production support to business end users by responding to questions, investigating system issues, testing changes and corrections to the system, and providing resolutions for issues.
  • Develop and coordinate vendor testing.
  • Develop user acceptance test plans and perform user acceptance testing.

Requirements / Qualifications:

Minimum Qualifications: Post high school coursework, training, or experience in the analysis of business processes and system requirements, and the creation of business process applications.

Preferred Qualifications:

  • Associate or bachelor’s degree in information systems, Information Technology, Business, Computer Science or related field.
  • 2+ years working as a business / solutions analyst
  • Working with DHHS systems.
  • Previous experience with Medicaid, MMIS, Economic Assistance, Developmental Disabilities, Child Welfare Protection, Web Solutions.
  • Knowledge of Clarity, Workfront and JIRA.
  • Understanding of SDLC methodologies.
  • Proficiency with Microsoft Office (Outlook / Word / Excel / Visio / SharePoint)

Other: Regular and reliable attendance. No remote work.

  • Ability to clearly and concisely communicate (written and oral) technical information to non-technical audiences.
  • Strong verbal/written communication, and presentation skills.
  • Experience working directly with various levels of business and technical staff to determine sound technical solutions for business requirements.
  • Effectively communicate with internal and external clients, peers, and management.
  • Self-motivated / self-starter with the ability to work individually
  • Strong organization, planning, problem-solving, and decision-making skills.
  • Ability to multi-task with changing priorities and requirements.
  • Experience in a fast-paced collaborative team environment.
  • The position must be able to perform work assigned with minimal supervision, meeting deadlines for timely completion of concurrent projects.
  • Experience in meeting facilitation / information gathering / research exploration and problem resolution
