The Senior Program Analyst will provide strategic program management and analytic support to the Marine Corps Installations Command (MCICOM) G-9's Installation Analytics and Common Output Levels of Service (COLS) Program. This position plays a pivotal role in refining the COLS framework, managing performance and cost data collection, supporting dashboard development, and facilitating decision-making for resource allocation across Marine Corps installations. The analyst will engage in high-level coordination, program development, and stakeholder communications to support Marine Corps modernization, readiness, and resiliency goals.

Required Skills
- Over 10 years of professional experience in program analysis, operations research, or a related field.
- Bachelor’s degree required; Master’s degree preferred (in business, public administration, analytics, or a related field).
- Strong background in strategic planning, program management, and policy implementation.
- Demonstrated experience facilitating data-driven decision-making in government or military environments. Proficient in Microsoft Office Suite, especially Excel and PowerPoint, for developing reports, briefings, and cost analyses.
- Experience supporting PPBEA (Planning, Programming, Budgeting, Execution, and Assessment) or similar government financial planning frameworks.
- Proven ability to support conference planning and executive-level briefings (e.g., FOAG, CWIG, MCI3B, ILMP).
- Secret Clearance
Desired Skills
- Familiarity with tools such as MCPRIME, COLS App, Power BI, and other decision-support platforms.
- Experience analyzing and validating labor and non-labor cost estimates, including integration with PBIS and DAI systems.
- Understanding of military installations’ functions, readiness reporting systems (e.g., DRRS), and performance metrics.
- Experience with modeling and simulation validation standards (e.g., MIL-STD-3022).
- Strong communication and stakeholder engagement skills, particularly with HQ-level leadership and cross-functional teams.
- Ability to lead or support the development of training materials, policy documentation, and analytical white papers.
