About the role

We are seeking an Associate Director, Finance who will be responsible for the management of the SAIS Business Office including but not limited to budget, purchasing, accounts payable, cash receipts, grants administration, division related student account's function. Oversee the Hopkins Nanjing Center financial management. Contribute towards direct budget preparation, presentation, execution and budget strategy development. Lead and develop the finance office team. Provide supervision, guidance, mentoring, problem solving and resolution support to faculty, staff and students.


Specific Duties & Responsibilities

  • Manage the fiscal operations of SAIS, including components of budget development for the graduate division with $90+ million in annual revenues and over 1000 accounts.
  • Work with DBO and Director of Finance in the development of the annual and five-year plan including student enrollment.
  • Serve as point of contact for SAIS to other divisions including University Administration.
  • Oversee the fiscal operations of the Hopkins Nanjing Center with a budget of $4 million.
  • Responsible for budget, audit tasks, accounts receivable cash management, grants management, vendor relations and acquisitions, and contract facilitation.
  • Contribute towards the formulation and execution of expenditure budgets for the division.
  • Provide financial and operational reporting on routine basis.
  • Compile background and historical data to develop current and future year projections, budget estimates, and justifications for general fund expenditures, restricted funds spending and sponsored grant spending.
  • Ensure that all budget allocations are executed in accordance with approved plan and budgets are not exceeded.
  • Monitor the expenditures of all funds to assure that obligations incurred and resulting expenditures are in accordance with University policies and procedures.
  • Provide analysis and advice on a range of complex financial matters, analyzing new, revised and pending policies to determine the budgetary impact on SAIS’ mission and priorities.
  • Manage and oversee all operations and activities related to payroll for faculty and staff (non-student).
  • Oversee pre and post award grants and contract management, to ensure compliance with funding agency and University requirements including timely reconciliation of project accounts.
  • Oversee the eDisclose system for submission, tracking, and review of faculty outside commitments and potential conflicts of interest.
  • Directly supervise SAIS’ business office (finance office?) staff.
  • Serve as lead for SAIS on any internal and external auditors to ensure appropriate financial controls and accounting/financial management policies and procedures are in place for sound financial management practices.
  • Instruct and advise administrators, faculty, staff and students on/about University fiscal policies and procedures.
  • Develop and implement administrative policies and procedures to support University policies and processes where necessary.
  • Coordinate and communicate with faculty and staff providing guidance to programs and departments on budget matters.
  • Pre-review effort forms; verify procurement card purchases; manage ISR requisition approvals for SAIS; approve wire transfer requests; approve all journal transfer requests, salary transfers, grant revenue and expense transfers, and payroll transactions.
  • Serve as financial approved for all reimbursements submitted to CONCUR
  • Serve as approver of all vendor payments executed via check request in SAP.
  • Facilitate special projects and resolve problems.


Special Knowledge, Skills, & Abilities

  • Knowledge of financial management and accounting principles.
  • Knowledge of Federal and Private grants compliance.
  • Ability to analyze and resolve complex financial issues.
  • Experience with financial systems and spreadsheet development.
  • Excellent interpersonal, communication and supervisory skills.
  • Ability to multi-task in fast-paced environment.
  • Ability to function well under stressful situations.
  • Ability to creatively solve problems.
  • Ability to communicate effectively with diverse groups of people


Minimum Qualifications
  • Bachelor’s Degree in Accounting, Business or related field.
  • Seven years related experience.


Preferred Qualifications
  • Masters Degree in Business, Accounting or related field.
  • MBA Degree preferred.
