This is a long-term, high-impact project focused on upgrading an existing urban rail system’s signaling infrastructure. The Design Manager will lead multidisciplinary design coordination activities, manage design compliance and interface control, and ensure alignment with client technical requirements and industry standards throughout the program lifecycle. This position is contingent upon contract award.
Key Responsibilities:
- Design Management & Integration:
- Lead all design-related activities across CBTC systems, including wayside signaling, trainborne equipment, interlockings, and supporting systems such as communications and SCADA.
- Coordinate technical interfaces between new systems and legacy infrastructure, including power, operations centers, vehicles, and control systems.
- Ensure design work complies with contract requirements, applicable codes, and national/international standards (e.g., IEEE, AREMA, CENELEC, IEC).
- Design Compliance & Quality Assurance:
- Implement a structured design review and assurance process, including the use of Interface Control Documents (ICDs), compliance matrices, and design checklists.
- Oversee document control workflows using PMIS platforms (e.g., InEight, SharePoint), ensuring version control, traceability, and timely submittals.
- Stakeholder & Vendor Coordination:
- Collaborate with the system supplier, design subconsultants, and construction team to ensure integrated and constructible design packages.
- Participate in interface working groups and facilitate timely resolution of design-related issues.
- Reporting & Risk Management:
- Provide regular progress updates, design risk assessments, and coordination metrics to the project team.
- Identify potential design risks early and implement mitigation strategies.
- Team Leadership & Mentorship:
- Supervise and mentor junior engineers and DBE subconsultants assigned to the design function.
- Promote inclusive teaming and knowledge sharing across the program team.
Qualifications
Minimum Requirements:
- Bachelor’s degree in Electrical, Systems, Civil, or Transportation Engineering or related discipline.
- 10 years of relevant engineering design experience, including rail transit signaling or CBTC projects or demonstrated equivalency of experience and/or education.
- Proven ability to lead and coordinate complex, multidisciplinary design efforts.
- Familiarity with CBTC system design principles and related systems integration.
- Proficiency in industry software tools such as AutoCAD, Bluebeam, Primavera P6, and document control platforms.
Preferred Qualifications:
- Professional Engineer (PE) license or ability to obtain within 6 months.
- Experience with brownfield transit environments and managing systems interfaces.
- Knowledge of design assurance requirements under FTA, ISO 9001, or equivalent frameworks.
- Experience working on design teams that include DBE or small business partners.
