ABOUT THE ROLEReporting to the Sr. Manager, Talent Development, the L&D Program Manager will be responsible for the design, development, and facilitation of talent and organization development solutions. This position will build, maintain, enhance and manage projects, programs, policies and procedures related to career development, learning and talent planning to identify and plan career progression routes for CEI employees. This position works in partnership with HR colleagues and key stakeholders around the organization. The L&D Program Manager assists in the development and implementation of leader and employee training programs including virtual, classroom based, and blended techniques. Under limited supervision they deliver organization development services including culture change, team effectiveness, and employee and leader development. SCOPE:
- Supports the implementation of the talent development strategy in support of CEI and workforce development strategies.
- Utilizes a consulting process that includes discovery (identifying the problem and determining performance gaps), developing and agreeing on services to solve the problem (contracting), delivering the services (delivery), and evaluating the overall project and outcome (evaluation).
- Working independently implements Division/Business Unit organizational development services, including strategic and operational planning; change management; organizational culture and values; performance management, and leadership development; group effectiveness; and surveys and analytics (i.e. engagement surveys).
- Supports innovation and organizational change to improve organizational development effectiveness.
- Utilizes structures and processes to plan and manage the orderly implementation of change.
- Supports Division/Business Unit development initiatives, including needs assessments; management and employee development; orientation and annual training; learning design, development delivery and evaluation; and trainer development.
- Develops and implements curricula and learning paths for management and employee development.
- Uses innovative methods to facilitate learning.
- Facilitates leadership or employee development sessions
- Implements, analyzes, and reports periodically on learning needs assessment in support of management and employee development.
- Fosters an environment of continuous improvement, best practices, lessons learned, and quality outcomes.
- Utilizes evaluation strategies to measure reaction, cognitive learning, and on the job learning in identified programs.
- Reports compliance and evaluation outcomes to management and others as appropriate.
- Measures and reports on the impact of programs on organizational goals.
- Uses evaluation data on an on-going basis to revise and continuously improve programs.
