THIS IS A SHORT-TERM 1 YEAR W-2 FEDERAL CONTRACT OPPORTUNITY. This role will require 2 visits to Germany for 21 days each and 2 site visits to CONUS locations (1 week each).
Position Summary
This role will provide support to achieve a Healthcare Requirements Analysis (HCRA) Study for the Defense Health Agency (DHA) for the Kaiserslautern Military Community (KMC), Germany. The KMC comprises a network of DoD medical facilities, including the planned Rhine Ordinance Barracks Medical Center (ROBMC), located in Kaiserslautern area that serves active-duty service members and their families. The DHA Facilities Enterprise (DHA-FE) desires to assess the condition, capabilities, capacity, and limitations of its current and planned facilities infrastructure and develop facility Courses of Action (COAs) in support of the future federal healthcare delivery strategy.
The scope of this work effort includes review and analysis of health, dental, laboratory, pharmacy, public health and other supporting medical services for KMC to produce a post-occupancy real property laydown. In meeting this objective, the study will develop a strategic and efficient distribution of Military Health System (MHS) real-property assets in alignment with DHA healthcare service line (including non-direct care services) distribution with a goal of improving facility and staff utilization, efficiency of operations, and beneficiary access to care. Toward this end, analysis of the existing masterplan will be employed and coordinated with the appropriate DHA directorates.
The FY-2012 Rhine Ordinance Barracks Medical Center (ROBMC) project replaces the
Landstuhl Regional Medical Center (LRMC) and the 86th Medical Group (MDG) facilities.
Planning for this facility occurred 13 years ago and construction is underway. During the ensuing
years, there have been changes in medical practices, services provided, populations supported,
casualty receiving requirements, and DHA Space Planning Criteria (SPC). A study of the health
care requirements to support the ROBMC mission and the population of the area is required to
determine overall facility requirements. Driving factors in past decisions to reduce the project
size and scope have not materialized and is now resulting in perceived facility gaps.
The Health Facility Planning contractor will assess possibilities and requirements of LRMC,
ROBMC, and 86th MDG campuses for optimizing delivery of healthcare and other services
including education and training, administrative, research and logistical functions. All
possibilities that are considered will be documented by the contractor, regardless of whether they
are ultimately identified as Courses of Action or corresponding Strategic Initiatives.
