The main purpose of the Preconstruction Project Manager is to prepare onshore wind, solar and energy storage projects for construction. The Preconstruction Project Manager shall ensure the required engineering is complete for bidding and construction, construction estimates have been developed to support project approval, required civil based permits (including utility crossing agreements) are in place, Owner Supplied Equipment is allocated to the project, the interconnection process is scheduled, O&M’s needs are addressed in the BoP contract, the scopes of work are aligned in preparation for bidding, lessons learned are incorporated into the BoP scopes of work, the project has been derisked, and once the contractor mobilizes they can proceed unencumbered to project completion.   

 

 

Role Responsibilities:

 

• Engineering and Survey Work
  • The Preconstruction Project Manager will coordinate with the Engineering to ensure that the required geotechnical report, wind civil engineering (foundations, roads, etc.), HV, PV, and BESS engineering (including fire requirements) is completed in a timely manner to allow for bidding at a minimum 60% PV drawing, and 100% HV drawings for solar/BESS and IFC drawings for onshore wind projects. The Preconstruction Manager will also coordinate with Development to ensure the required topographic and ALTA surveys are completed to allow for engineering to proceed.  The Preconstruction Project Manager will be responsible to manage the process, internal timelines, and third-party engineers to produce the necessary work.  RWE Engineering will provide the necessary specification, engineering reviews, and support value engineering and cost reduction processes. 
  • The engineering drawings shall be prepared in a timely manner to allow for sufficient time to bid and award the work. If RWE is supplying the issued for construction, the timeline to have these drawings finalized is before issuing the BoP contract.
  • LCOE exercises and lessons learned shall be run with Engineering, Development, Construction, and Preconstruction team members to ensure an efficient design that captures lessons learned and knowledge is prepared. 

 

• Site Layout Optimization
  • As part of the Engineering process the Preconstruction Project Manager shall participate in the site optimization process.  Site Optimization shall be the responsibility of the Solar Engineering Team.  The Preconstruction Project Manager shall provide the timeline on when the site layout needs to be provided per the project schedule.  However, it will be Solar Engineering’s responsibility to coordinate with Development and other functions to get the necessary inputs to provide a build ready site layout.  Specific attention is required to meet Storm Water Management requirements while minimizing the cost of meeting these requirements.       

 

• Permitting
  • The Preconstruction Project Manager shall prepare with the Engineering and Development Teams a permitting plan for the civil work-related permits.   The permitting plan shall include which permits are required, what is required to obtain the permits, and the timeline for obtaining the permits.  The civil related work shall include department of transportation driveway permits, grading permits, drainage permits, utility crossing permits, drainage permits, and O&M building permits.   Special attention is required for ensuring utility crossing agreements are acquired in a timely manner for collection system crossing for wind projects.   
  • The Preconstruction Project Manager in conjunction with Engineering, Legal, and Development will prepare the necessary documentation for SWPPP and building permits as applicable.  The BoP contractor shall be responsible to obtain the actual SWPPP and building permits.
  • Special use permits, road use agreements, environmental permits, or other non-discretionary permits are the responsibility of Development to obtain.    The Preconstruction Project Manager can assist with the road use agreements or other discretionary permits as necessary.
