Associate Vice President of Operations, Infrastructure, Safety & Campus Experience

Overview and Responsibilities

The Associate Vice President of Operations, Infrastructure, Safety & Campus Experience is responsible for all functions associated with planning, design, construction, maintenance, and operations of College facilities and supporting services, as well as real estate management, energy management, sustainability, risk management, motor fleet management and College-wide safety and security programs to ensure the safety of students, employees and visitors.

 

This position shall be responsible to provide a safe and secure environment; create spaces which enhance learning; operate efficient and effective facilities; maintaining facilities that are clean and comfortable and optimizing revenue-generating opportunities related to facilities and real estate while maintaining CVTC’s mission.

 

Responsibilities:

 

Campus Operations and Experience

• Provide executive leadership for daily campus operations, ensuring efficient, high‑quality services across custodial, grounds, logistics, mailroom, and minor maintenance functions.
• Establish operational standards, service‑level expectations, and performance metrics that elevate the student and employee experience.
• Direct work order systems, customer service protocols, and continuous improvement initiatives to enhance responsiveness and operational excellence.
• Oversee ADA accessibility, wayfinding, amenities, and physical environment enhancements that support an inclusive and welcoming campus experience.
• Ensure consistent execution of furniture, fixtures, and equipment standards, room refresh programs, and small‑scale repairs.
• Lead and develop operational teams, fostering accountability, professional growth, and cross‑campus collaboration.

 

Infrastructure & Building Systems

• Provide executive oversight of all building systems, including HVAC, electrical, plumbing, controls, and automation, ensuring reliability, safety, and long‑term asset stewardship.
• Lead comprehensive preventative maintenance programs and asset lifecycle strategies that protect institutional investments.
• Ensure compliance with fire/life safety, environmental, OSHA, and all federal, state, and local regulatory requirements.
• Direct energy management, sustainability initiatives, and system optimization to support fiscal responsibility and environmental stewardship.
• Oversee audits, system documentation, and critical infrastructure conditions to ensure operational readiness and risk mitigation.
• Manage fleet operations and all high‑skill or code‑restricted technical work.

 

Planning, Design & Construction

• Provide strategic leadership for the planning, design, construction, renovation, and modernization of college facilities to support academic excellence and future‑focused learning environments.
• Lead development and implementation of the college’s facility master plan and long‑range capital planning efforts.
• Oversee capital and minor projects from concept through occupancy, ensuring alignment with institutional priorities, budget parameters, and schedule commitments.
• Direct coordination with architects, engineers, contractors, and regulatory bodies, including WTCS project approvals and required reporting.
• Present capital plans, project proposals, and progress updates to senior leadership and the district board.
• Establish policies, procedures, and technology tools that strengthen project governance, documentation, and process automation.

 

Campus Safety & Engagement

• Provide executive leadership for campus public safety, ensuring a proactive, community‑oriented approach aligned with the college’s mission and values.
• Oversee emergency response operations, patrol services, incident reporting, safety escorts, and compliance with Clery‑related expectations.
• Lead development and delivery of safety education, training programs, awareness campaigns, and community preparedness initiatives.
• Direct collegewide emergency preparedness, including drills, exercises, communication protocols, and risk mitigation strategies.
• Build and sustain strong partnerships with local law enforcement, fire/EMS, emergency management agencies, and community organizations.
• Provide leadership and coaching to public safety personnel, ensuring high performance, professional development, and an inclusive, service‑oriented culture.
• Monitor safety data, emerging risks, and engagement trends to drive continuous improvement.
