ESS Policy and Programs Director

(PROGRAM MANAGER SES)

THIS IS NOT A TELEWORK POSITION. CANDIDATE WILL BE REQUIRED TO WORK IN THE OFFICE. 

Location: 2415 North Monroe Street, Tallahassee, FL 32303

Some travel may be required.

This is a full-time Select Exempt Service (SES) position.

Regular business hours are 8:00 am - 5:00 pm EST, Monday to Friday.

Salary to be determined, based on experience.

If selected for hire, current DCF employees will be compensated in accordance with the DCF salary policy. 

  

Required Minimum Qualifications:

  • Must be a current State Personnel System (SPS) employee for the State of Florida.
  • A bachelor’s degree from an accredited college or university; OR
    • Professional or non-professional experience as described below can substitute on a year-for-year basis for the preferred college degree. Attach a copy of the degree or college transcript (in English) to your application/candidate profile before submitting your application.
  • At least three (3) years supervisory and senior leadership experience.
  • At least three (3) years of experience evaluating, developing, and implementing federal or state policies and procedures.

 

Preferred Minimum Qualifications:

  • Experience interpreting state or federal polices for Supplemental Nutrition Assistance Program (SNAP), Temporary Assistance for Needy Families (TANF), Medicaid, or Refugee Services programs.

 

POSITION DESCRIPTION

This position is under the supervision of the Deputy Assistant Secretary for Economic Self Sufficiency (ESS) Programs. The incumbent supervises the Policy and Programs Unit within the ESS program.   Areas of responsibility include providing strategic direction and oversight for ESS government assistance programs, including Supplemental Nutrition Assistance Program (SNAP), Temporary Assistance for Needy Families (TANF), Medicaid, and the Refugee Services Program.

The incumbent in this position is responsible for the following duties:

  • Maintain current knowledge of rules governing effective administration of the programs, including all governing state and federal laws, pertinent administrative rules, and department regulations.
  • Acts as liaison with local, state, and federal agencies; provider groups; local, state, and national associations; and offices within the Department of Children and Families. Oversees system to identify and complete applications for discretionary and other grants. Ensures the development of appropriate training with material necessary to meet training objectives.
  • Prepares and administers operational budget for Refugee Services programs, oversees surplus/deficit activities statewide and directs refugee funding allocations statewide. 
  • Responsible for the development of a Statewide Plan reflecting the programmatic and operational needs of the regions, local governments, and the State.  
  • Responsible for programmatic and fiscal reporting, including reports to the federal funding agencies and to the Congress.
  • The incumbent will perform other related duties as assigned.
