SUMMARY: National Capital Treatment & Recovery, formerly Phoenix House, a nonprofit substance use treatment facility in Arlington, VA is hiring a full-time Maintenance Director. This position is responsible for overseeing the management and maintenance of NCTRs infrastructure, ensuring a safe, efficient and well-maintained facilities. Responsible for strategic planning, budgeting, coordinating workflow. This is a salaried, full-time M-F 9am-5pm position.

ESSENTIAL DUTIES AND RESPONSIBILITIES: 

§ Responsible for overseeing the management and maintenance of NCTRs facilities team, organizations infrastructure to ensuring a safe, efficient and well-maintained facilities.

§ Responsible for strategic planning which includes implementing long-term facilities management strategies, including space utilization, capital projects and preventive maintenance programs

§ Responsible for budget management including creating and managing the facilities budget, monitoring expenses and identifying cost-saving opportunities. 

§ Supervising and leading all maintenance processes and operations, including repairs, renovations and preventive maintenance programs for building systems. 

§ Ensure a safe and secure environment for all occupants by implementing safety procedures, overseeing environmental rounds and managing security systems.

§ Provide leadership and guidance to the facilities team, including hiring, training, and performance management

§ Selecting, managing and overseeing external contractors for facility-related projects and services

§ Responsible for maintaining health, safety, sanitation and fire systems to standards of compliance for state and local licensing bodies

§ Note areas of deficiency and provide corrective action plan

§ Ensure that the physical conditions in each facility at all times promote respect, dignity and privacy of the client

§ Develops and implements plans and projects to improve operational efficiency and effectiveness. This includes capital projects and major renovations. 

§ Board of Directors Facilities Committee as the Lead Staff support. 

§ Monitors and reports on status and progress to NCTR leadership and Board of Directors

§ Ensure that adequate and appropriate space is available and assigned to staff, in each facility, to perform and the duties as described in their individual job descriptions and that appropriate supplies and equipment are provided

§ Oversee regular maintenance of all NCTR vehicles, including assuring that all vehicles have current inspections, county stickers, registrations and insurance. Report to COO when vehicles have been damaged due to accident or vandalism. Investigate circumstances of damage and write an Incident Report as needed

§ Maintain ethical standards and continued professional growth, including
a. Abide by Program and NCTR policy and procedures. 

b. Ensure all CARF standards are instituted and maintained.

c. Promote, in public and private contacts, the quality standards and ethical practices of NCTR staff. 

d. Continue professional growth by attending workshops, training and NCTR staff in-service trainings to increase skill and knowledge and to set appropriate example for staff. 

§ Maintain current licensure/certification including CES, CPR, First Aid, and Medication Management, as applicable.

§ Maintain professional boundaries with staff and patients. Perform other duties as assigned by supervisor

QUALIFICATIONS: 

§ Bachelor’s degree in facilities management, engineering or related field, preferred. 

§ Ten (10) years of progressive experience in building maintenance/repair or equivalent

§ Two (2) years of management experience or a leadership role

§ Strong knowledge of building systems, maintenance procedures and safety regulations 

§ Ability to manage budgets, negotiate contracts and oversee contractors 

§ Licensed and certified as needed to provide knowledge and efficiency

§ Experience with applicable regulations 

§ Valid driver’s license and safe driving record

• Bilingual (Spanish/English) a plus
• HVAC certification preferred

§ Experience with a maintenance request / ticketing system

§ Experience in a behavioral health or health care setting preferred

§ Must have problem solving skills and a high degree of self-motivation

§ Excellent trouble shooting and diagnostic skills

§ Ability to write and speak effectively

§ Ability to manage several areas of responsibility simultaneously

§ Familiar with local building codes and OSHA regulations

§ Ability to work well with ever changing priorities and/or situations
