About the role

ICF is looking for a Business Analyst with systems knowledge to support the Physical Access Converged Enterprise Solution Planning (PACES) project on the Strategy and Business Solutions Support Contract. If you are looking for an opportunity to help inform and direct IT investment decisions. This position is predominantly remote; however, you may be required to work at the Federal client’s location in Arlington, VA on occasions.

Key Responsibilities:

  • Provide support and technical guidance with the development of an acquisition and implementation approach and roadmap for automating and integrating physical security systems and processes into the FDIC enterprise environment, to meet Federal Identity, Credential, and Access Management (FICAM) requirements and posture for the PACES project.

  • Assist with research and analysis of alternatives for the FDIC Physical Access Control Systems (PACS).

  • Support/lead group facilitation sessions, workshops, interviews, and other activities to elicit information from stakeholders.

  • Create and maintain a Requirements Traceability Matrix (RTM).

  • Develop current- and future-state business process models.

  • Capture and distribute meeting minutes and prepare PowerPoint presentations.

  • Support the team in developing a PACES Roadmap.

  • Identify best practices, document and assess performance measurements, and identify business process and technology solutions to streamline processes.

  • Support the elicitation and documentation of business and systems level requirements, transfer of scope, and other analyses to ensure successful delivery of artifacts to client areas.

Required Qualifications:

  • Hold a Bachelor's degree in Accounting, Finance, Business Administration, Marketing, Information Systems Management, Computer Science or related field, or an equivalent combination of education and/or experience.

  • Bring at least three (3) years of relevant experience.

  • US Citizenship (required by Federal Government).

  • Ability to obtain a Public Trust, which involves a thorough background and financial investigation.

Additional Qualifications:

  • Ability to support, facilitate, and lead interviews, workshops, and other sessions as required.

  • Leverage knowledge of people, processes, and technologies to address business needs for process improvements and identify problems, evaluate information, and recommend solutions.

  • Demonstrate knowledge in the areas of business process management, business relationship management, risk management, and security,

  • Demonstrate proficiency in using Microsoft applications (Word, Excel, PowerPoint, SharePoint, Teams, and Visio).

  • Apply knowledge and experience using model-based representations and other modeling techniques.

  • Collaborate effectively with clients to assess needs, resolve issues, and deliver tailored solutions, expressing information to individuals or groups based on audience and context.

  • Engage with all stakeholders from subject matter experts to senior leadership.

  • Operate in a fast-paced environment with strong attention to detail.

  • Demonstrate customer service orientation and outstanding level of professionalism in providing client support.

  • Demonstrate strong written and verbal communication skills, with professionalism and confidence when presenting to groups.

  • Demonstrate knowledge and experience with recognizing structural issues and the ability to recommend improvements within an organization, functional interdependencies, and cross-silo redundancies.

  • Possess knowledge of maturing and maintaining business architecture programs within an organization.

  • Have basic knowledge of how to integrate business architecture with other enterprise architecture domains (e.g., data architecture, application architecture, etc.).

  • Leverage knowledge of Federal IT services models and frameworks to support the project team to meet client requirements.
