Position Overview

The Division of Mental Health is seeking to hire a Business Administrator for the Chester Mental Health located in Chester, Illinois to perform highly responsible managerial duties in directing the operations related to the Business Office, Payroll/Timekeeping Office, Stores, personal services contracts, physical plant and trades. Develops policies and procedures for all program areas in accordance with department policies. Finance Act, Mental Health Code and various accreditation and certification bodies. Serves as a member of the facility Leadership Group and Executive Council involved in the facility-wide administration of the goals and objectives and the implementation of policies and procedures.

Essential Functions

  • Serves as the Business Administrator for the Chester Mental Health Center.

  • Serves as full-line supervisor.

  • Directs preparation and execution of the center’s operating budget for all program areas.

  • Serves as a member of the facility Leadership Group and Executive Council involved in the facility-wide administration of the goals and objectives and the implementation of policies and procedures.

  • Interprets and explains State, department and facility policies and procedures, rules and regulations to facility staff, outside vendors and the general public.

  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to completion of four (4)  years of college.

  • Requires three (3) years of progressively responsible administrative experience in a public or private organization.

Preferred Qualifications

  • Two (2) years of professional experience managing and directing a large scale multi-faceted support operations office for a public or private organization. 

  • Three (3) years of professional supervisory experience assigning work, providing guidance to subordinates, recommending counseling and/or discipline following collective bargaining agreements, training staff, preparing and signing performance evaluations and approving time off.
