Engineer Supervisor – Operations Engineering Group

The Operations Engineering Group (OEG) Section at Colorado Springs Utilities is seeking to fill an Engineer Supervisor position to provide technical leadership and support within the Water and Wastewater Systems (WSE) Unit. This unit is responsible for the long-term sustainment, rehabilitation, and renewal of critical water and wastewater infrastructure assets, including raw water systems, potable water distribution networks, pump stations, storage facilities, collection systems, and associated appurtenances.

WSE’s primary role is to develop and implement Capital Improvement Plans in close coordination with the Planning team to ensure reliable, resilient, and sustainable infrastructure. The team partners closely with Design and Project Management to deliver projects at the appropriate time, aligning asset needs with execution. In addition, WSE provides engineering solutions, supports the integration of new technologies, and collaborates across divisions to advance asset performance and lifecycle management.

The overarching focus of the team is to proactively identify and address the needs of Operations while delivering high-quality service to customers through well-planned, efficiently executed infrastructure investments.

Key Focus Areas: 

  • Champion a culture of safety and compliance, ensuring all work supports an incident- and injury-free workplace, including:
    • Promoting safe work practices among staff and contractors
    • Ensuring adherence to safety standards, procedures, and regulations
    • Incorporating safety considerations into design reviews, technical evaluations, and post-project lessons learned
  • Lead and support long-term asset management and sustainment planning by:
    • Reviewing engineering analyses and asset condition data to inform renewal and replacement strategies
    • Applying lifecycle and risk-based decision-making tools to prioritize investments
    • Identifying opportunities to optimize asset performance, reliability, and capacity
  • Drive the development and execution of sustainment programs, including:
    • Advancing small, fast-paced projects from concept through delivery
    • Reviewing and refining project scopes to ensure alignment with operational needs and asset strategies
    • Supporting procurement activities, including development of scopes of work, technical specifications, and contract documents
  • Evaluate emerging technologies and industry trends to enhance asset longevity, system resilience, and operational efficiency
  • Supervise and develop staff by:
    • Assigning and prioritizing work aligned with asset management objectives
    • Monitoring progress against schedules and deliverables
    • Supporting professional growth, mentorship, and succession planning
  • Collaborate closely with Operations Division customers to:
    • Identify asset needs and operational challenges
    • Develop practical, sustainable solutions
    • Maintain strong relationships built on trust, accountability, and teamwork
  • Facilitate coordination and communication by organizing meetings, tracking actions, and ensuring timely resolution of operational issues
  • Support development of budget strategies and capital planning efforts, ensuring alignment with long-term asset sustainment goals and operational priorities
  • Develop and implement policies, standards, and procedures that promote consistent, efficient, and sustainable asset management practices
  • Provide technical leadership and guidance to engineering and technical staff on asset planning, project execution, and operational support
  • Lead or contribute to development of technical standards, business processes, and continuous improvement initiatives
  • Support department and group goals by aligning daily work with broader asset management strategies, capital planning, and operational priorities


Who You Are: Candidates should have a minimum of a bachelor’s degree in an engineering discipline and Seven (7) or more years of experience in a technical role, and 10+ years is is preferred. This position will require the ability to work both independently as well as develop and maintain strong interpersonal relationships with individuals and groups.
