Job Duties

Manages a comprehensive central office nursing program, typically through supervision of Registered Nurse Managers I. Responsibilities include developing external funding sources, managing FTEs, and budget; developing private and public partnerships; and developing and implementing long term staff development plans. Recruits staff, procures and administers grants, conducts community needs assessment, allocates resources, monitors quality assurance of service delivery, and serves as a division management team member. Serves as the agency’s expert for Newcomer and Refugee Health Program services and provides comprehensive managerial oversight of a state-wide program. Serves as the State Refugee Health Coordinator and nursing consultant for the Newcomer Health Program (NHP). Coordinates delivery of initial health services to Virginia's newly arrived refugees and classified aliens. Develops policies and procedures, goals and objectives; reports program performance to funding sources and directors; serves as the primary contact for internal/external inquiries about the program and related services; monitors service delivery for compliance with policies and procedures; and promotes the program to increase utilization and program awareness. Develops and conducts training and interprets program policies and procedures to others. Assesses programmatic needs state-wide to ensure services are provided in areas of need. Develops an annual budget for the Refugee and Entrant Assistance State Administered Programs funding. Provides required documents and input to funders for yearly grant submissions and reporting requirements. Develops private and public partnerships to support the delivery of program services. Executes contractual agreements with partners. Provides sound management and oversight of use of program funds. Monitors budgets and contractual agreements. Manages and coordinates funding distributions to local health districts and external partners. Supervises staff, both FTEs and contractual staff. Works closely with staff at the Department of Social Services to ensure compliance with program requirements. Collaborates with external partners to ensure service delivery. Serves on the Division leadership team.

The Division of Clinical Epidemiology in the Office of Epidemiology at the Virginia Department of Health works with partners and applies epidemiologic principles to infections disease affecting the citizens of the Commonwealth of Virginia in healthcare settings and the community, with the mission of improving patient-level outcomes and protecting the population. The Division serves as a resource for health districts and the medical community by providing consultation, training and guidance around four areas of focus: Healthcare-Associated Infections, Antimicrobial Resistance and Stewardship, Tuberculosis and Newcomer Health.

This is a restricted position, which is solely funded by the Refugee and Entrant Assistance State Administered Programs for a one-year period ending 9/30/2025. The availability of funding is scheduled for review annually and periodically thereafter. Continued employment is contingent on the continued availability of funds.

Minimum Qualifications

• Extensive knowledge of nursing management, public health nursing, and practices of public health
• Proven ability to provide effective leadership and operations management; ability to direct subordinate nurse managers and supervisors in achieving agency objectives
• Excellent skills in oral and written communication, community assessment, planning, and staff development
• Considerable ability to collaboratively lead staff, synthesize and interpret data, and communicate effectively with staff, patients, and the public; ability to monitor and evaluate quality assurance of nursing programs; ability to present results and nursing outcomes to internal and external constituencies
