Basic Eligibility For A Position With The NRO
The Chief, Identify Division (C/ID) within the Cybersecurity Solutions Group (CSG), is responsible for leading the development and delivery of enterprise cybersecurity services and capabilities to identify, characterize and understand the NRO cybersecurity environment; and to effectively manage cybersecurity risk to systems, people, assets, data, and capabilities.
The C/ID leads multiple project teams as an expert in enterprise cybersecurity technology services/solutions. These teams provide IT solutions in the areas of risk management framework (RMF), vulnerability scanning, automated assessment approaches and support for network mapping and cyber terrain analysis. The C/ID plans for, and executes, technical capabilities to meet both NRO and DoD/IC standards and architectures, and rigorously manages IT system security posture for enterprise-level infrastructure. The incumbent advises senior leadership on emerging cybersecurity technologies and best practices.
The C/ID develops and independently executes direction for projects based on broadly defined leadership direction. The position requires mastery of advanced cybersecurity principles, concepts, methods, standards and practices. The incumbent leads, manages, and/or oversees complex project(s) that may involve significant acquisitions and is expected to initiate, plan, implement, and coordinate activities throughout the life of a project with internal and external organizations, to include both COMM and CSO level development and readiness reviews. At this level, the scope of a project(s) may involve significant responsibility with multiple resource implications such as human resources, funding, facilities, and equipment. Division activities will involve complex considerations of risk tolerance throughout the life of a project and the impact to parallel tasks, multiple dependencies, and interfaces to existing Agency and Intelligence Community systems.
The C/ID clearly presents information; reads and interprets complex information; interacts with customers or clients; listens well and works through others to obtain results. The C/ID makes independent decisions about the execution of project resources, planning and implementation, and demonstrates accountability for project outcomes, including corporate interests. The incumbent is required to effectively work with technical partners across the NRO and the IC, and must display a high level of initiative and corporate thinking. The incumbent is enthusiastic for affecting change and willing to explore new ideas and development approaches for providing quality products and services, while maintaining an appropriate level of engineering and programmatic rigor.
This position is responsible for a wide variety of activities including strategic planning, oversight of day-to-day tactical business operations and the resolution of ongoing issues and concerns. The C/ID is a direct report to the Director, CSG. Work includes direct management and oversight of technical, personnel, program, and financial activities that impact the mission and function of ID, CSG and the NRO's cybersecurity portfolio. The incumbent provides oversight and direction of a 30+ member workforce consisting of government, military, and contractor personnel (including SETA).
