DCAMM is a central agency in implementing several key policy priorities of the Healey-Driscoll Administration, including promoting decarbonization and climate resilience in all state facilities, identifying and facilitating opportunities to repurpose underutilized state property for housing production, and increasing the participation of underrepresented groups in public construction contracting and in the public construction workforce.

General Statement of Duties and Responsibilities

The Deputy Director of Facilities Engineering, a highly visible position in the Office of Facilities Management and Decarbonization (OFMD), supports the Director (Chief Engineer) and the Facilities Engineering team in all aspects of work relating to DCAMM’s safety programs as well as a broad range of engineering services including maintenance contract procurement and management, building systems monitoring, and Control Center supervision.  Additionally, this position will assist with the decarbonization of facilities under direct DCAMM management. 

Responsibilities include:

  • Manage OFMD’s safety program.

  • Oversee a 24-hour/7-day staffed Control Center to monitor all facility systems for BMS, Fire Alarm, Elevator, emergency calls, and building tours.

  • Manage Facilities Engineering project management staff (currently 2) including payroll, work assignments, training, and employee performance reviews.

  • Supervise Job Order Contracting (JOC) tasks to assigned project managers.

  • Assist the Director in managing the entire Facilities Engineering team.

  •  Assist with the development of enhancements to the OFMD safety program.

  • Assist with capital and operating budget development.

  • Assist with maintenance contract procurement and management.

  • Oversee the maintenance of building systems in a cost effective and energy efficient manner.

  •  Collaborate with the DCAMM Energy Team to develop and implement decarbonization projects in DCAMM managed facilities.

  • Supervise design teams and contractors.

  • Supervise cross-training of engineers, electricians, HVAC mechanics, and controls technicians.  Monitor training to provide flexible, reliable, skilled coverage, minimizing overtime and labor expenses. 

  • Manage other assigned projects and programs that support the strategic goals of OFMD.

     

Preferred Qualifications:

  • Minimum of 10 years of experience in facilities management or facilities engineering, with at least 5 years in a leadership role.
