MAJOR FUNCTION: This is a highly responsible leadership position focused on the administration, strategic direction, and personnel management of the Court Services Division. The role ensures efficient operations across key countywide programs, including Alcohol Monitoring, Electronic Monitoring, Misdemeanor Probation, and Pre-Trial Release, while supporting Problem Solving/Drug Court and Domestic Violence initiatives. The position serves to uphold justice system coordination and program oversight and policy implementation.

ILLUSTRATIVE DUTIES:  

Administrative Responsibilities
• Directs and supervises the implementation of the Strategic Plan for the Court Services Division.
• Plans, directs, coordinates, and provides leadership for all activities of the Court Services Division and its associated programs.
• Provides overall direction for developing policies and procedures to ensure effective case processing and to maximize program objectives.
• Reviews operations and recommends cost savings and efficiency measures to the County Manager’s Office through the Public Safety Deputy County Manager.
• Prepares and presents public presentations on Court Services programs; attends relevant conferences and meetings.
• Establishes metrics to measure performance of each program and ensures timely and accurate reporting of activities.
• Develops the Division’s annual budget and oversees program expenditure reports to ensure proper allocations and accountability.
• Provides technical assistance with relevant guidelines, regulations, administrative orders, and laws applicable to Court Services programs and projects.
• Plans and manages administrative and personnel matters, including implementing corrective measures when necessary. Directs and supervises Division activities through the issuance of directives and through consultation with Program Managers.

Program and Stakeholder Coordination
• Acts as liaison with county, municipal, state, and federal offices for all aspects of the division.
• Coordinates program activities with other agencies, departments, and advisory boards.
• Provides staff support for the Anti-Drug Abuse Advisory Council and the Public Safety Coordinating Council.
• Prepares grant proposals and modifications to support program funding and innovation.
Compliance and Security Oversight
• Serves as the Judicial Inquiry System (JIS) Point of Contact, managing user access and ensuring compliance with OSCA protocols.
• Acts as the Alternate Florida Crime Information Center (FCIC) Agency Coordinator, assisting with training, compliance reviews, user credentialing, and audits as required by FDLE.
• Administers access to the FALCON system, including account creation, role assignments, and periodic access reviews.
• Ensures full compliance with CJIS Security Policy, including coordinating fingerprint-based background checks, training dissemination, and secure handling of criminal justice information.


KNOWLEDGE, ABILITIES AND SKILLS:
• Applies business and administrative principles, practices, and techniques relevant to criminal justice programs.
• Demonstrates knowledge of fiscal reporting systems, budget preparation, and record management protocols.
• Interprets and applies statutes regulating criminal justice programs and community corrections.
• Understands court procedures, including scheduling for appearances such as arraignments, hearings, and trials.
• Applies legal standards related to maintaining confidential records and HIPAA compliance.
• Exercises sound judgment in personnel and administrative decision-making.
• Analyzes complex information and formulates actionable recommendations.
• Trains, supervises, and coordinates work teams and individual contributors.
• Maintains effective working relationships with judiciary, law enforcement, employees, and the public.
• Communicates effectively both verbally
