About the role

Department Overview

The Oregon Center for Children and Youth with Special Health Needs (OCCYSHN) is Oregon's public health agency for children and youth with special health needs (CYSHCN). We administer Oregon's Title V block grant funds for CYSHCN and support the systems that serve CYSHCN and their families. OCCYSHN's Assessment and Evaluation (A&E) unit develops and conducts needs assessment and surveillance projects to monitor the status of Oregon s CYSHCN population and develops and implements program evaluation research of OCCYSHN's Title V strategies. OCCYSHN is housed in the Department of Pediatrics' Institute on Development & Disability. Under the supervision of OCCYSHN¿s A&E Manager, the Senior Program Evaluator will lead the evaluation of OCCYSHN's Title V Block Grant CaCoon and shared care planning strategies, which includes: development and implementation of program evaluation plans, design, and timelines; development or assessment of the validity of data collection instruments, procedures, and training; development and implementation of analysis plans; presentation of results; monitoring of evaluation project timelines; and development and maintenance of relationships with partner organizations, such as the Oregon Health Authority's Maternal and Child Health Section, when needed to contribute to the review, monitoring, analysis, and reporting of data and results for program evaluation purposes. The Senior Program Evaluator also will lead or contribute to other A&E projects (e.g., grant proposals, needs assessments) as determined by the A&E Manager. The Senior Program Evaluator also will complete required OHSU (e.g., Information Security), OCCYSHN (e.g., Unconscious Bias, Trauma Informed Care), and Institutional Review Board (IRB) trainings; identify and participate in professional development activities; supervise junior A&E staff and interns as delegated by the A&E Manager; and complete other activities as determined by the A&E Manager. OHSU and OCCYSHN are committed to dismantling systemic racism and oppression. We expect that the Senior Program Evaluator will engage in professional development activities to advance their individual understanding of systemic oppression and health equity; to engage in project-specific discussions concerned with racism, oppression, and equity; and bring an equity lens to their work with OCCYSHN.

Function/Duties of Position

  • Research design and analysis
    • Lead or contribute to the development of evaluation designs and sampling plans; co-develop, or coordinate development of, qualitative and quantitative data collection instruments and procedures; participate in collection of primary and secondary data and oversee creation of databases to house these data as needed; conduct or oversee quantitative analyses, including use of established inferential statistical methods for complex datasets; create, maintain, analyze, and interpret local, state, and national-level primary and secondary quantitative data; lead or oversee qualitative analyses.
  • Program evaluation leadership or oversight on assigned projects
    • Lead or co-develop evaluation plans in collaboration with the A&E Manager; liaison with project team members, and arrange meetings and meeting logistics as needed for assigned projects; ensure implementation of evaluation activities specified in project plans and grant proposals; monitor timelines for evaluation projects; prepare Institutional Review Board proposals for assigned projects and monitor adherence to its protocols; participate in the preparation of grant proposals including contributing to narrative sections, developing logic models and work plans, and assisting with product organization and formatting.
  • Dissemination
    • Generate reports as needed or requested by the A&E Manager or OCCYSHN program staff; prepare written reports, visual displays, or other products presenting assessment and evaluation findings, and develop recommendations as needed for presentations to internal and external stakeholders or conference presentations, grant requirements, and journal manuscripts.
  • Supervision
    • Supervise junior staff and/or interns as delegated by the A&E Manager. Meet on a monthly basis with supervisees to discuss professional development, establish annual goals, review performance using OHSU’s GROW framework. Communicate junior staff/intern professional development goals, successes, and challenges and workload needs to the A&E Manager.
