About the Position:

The Virginia State Police (VSP) is seeking to hire a Financial Analyst II – Ledger/Fixed Asset Unit in our Property and Finance Division at our Administrative Headquarters in North Chesterfield, Virginia. The successful candidate will manage the processes and workflows of the General Ledger/Fixed Asset Unit, including the general accounting area, maintenance of the general ledger, Agency fixed asset reporting, Agency lease reporting, the payroll area, and the reconciliation and reporting of State financial data; manage the monthly, quarterly, and year-end closing schedules and processes; ensure maintenance of assigned Division’s financial records are in accordance with Virginia State Police record management principles and record retention policies; review and certify Cardinal Payroll Certifications, Human Resource requests and other Payroll Services Bureau (PSB) documents; and review and approve fixed assets and lease transactions in Fix Asset Accounting and Control System (FAACS) and Lease Accounting System (LAS Plus).

Minimum Qualifications

•Considerable knowledge of Generally Accepted Accounting Principles and Practices; of fixed asset management; of governmental and general-purpose accounting principles and practices, including fund accounting and general ledger accounts; of statistical and financial analysis and financial management; of lease reporting; and of payroll reconciliation.
•Skill in operating computers and using Microsoft Office applications.
•Demonstrated ability to interpret and apply State and federal laws and regulations; to research, analyze and interpret financial data; to collect, assemble, and process financial information; to prepare government financial statements and reports; to monitor and control procedures, paperwork, scheduling, and maintain tracking systems; to organize and coordinate multiple assignments simultaneously; to communicate effectively in English orally and in writing to diverse audiences; and to work independently and as a member of a team.
•Progressive responsible experience in accounting, fiscal resource analysis, and fiscal administration.
•Experience in leading both professional and support staff. •Demonstrated experience working with complex financial systems and producing and analyzing financial reports. •Experience conducting agency level and detailed analysis of fiscal transactions.
•High School Diploma or GED equivalent.

Additional Considerations

•Preferred experience with Commonwealth of Virginia fiscal systems such as Central Accounting Reporting System (CARS), Cardinal, FAACS, or like systems.
•Commonwealth of Virginia State Board of Accountancy Public Accounting Certification and/or the Association of Government Accountants' Professional Certification for Government Financial Managers certifications are preferred.
